Clear Horizons Act

#1 is the Clear Horizons act of 2026 Sen. Stewart

  • Would cut greenhouse gas emissions from the largest sources �vs 2005 levels: cut 45% by 2030, 75% by 2040, 100% by 2050

  • Puts the Gov’s GHG reductions of executive order 2019-003 into law
  • Allows NMED to regulate GHG, using the Environmental Improvement Act and �the Air Quality Act
  • Enforcement is done under existing rule
  • Reporting is required
  • Only large emitters are regulated
    • 10,000 metric tons CO2e/year
    • 25,000 metric tons for entities with multiple sources in the state.
  • The whole program is established through a technical, evidentiary rulemaking
  • Direct reductions and offsets are allowed
