Rules & Regs: Upcoming Deadlines and Effective Dates

Employee Leasing Companies & PEO Annual Report Deadline

  • Annual reports for Employee Leasing Companies and Professional Employee Organizations (PEOs) are due Tuesday, June 30th, 2026.
  • Annual reporting forms have been mailed to subject accounts, and a blank Annual reporting form (Form UITL-39) is also available on our website.
  • Contact UI Employer Services at 303-318-9100 for more assistance.

Employer Charging Correspondence Schedule Change

  • As of April 2026, quarterly charging correspondences will be available on the fifth day of the month following the end of a quarter (April, July, October, and January).
  • Impacted correspondence include the Quarterly Statement of Benefit Charges, and the Quarterly Reimbursable Bill.
  • Payment is due 30 days after the mail date listed on the Reimbursable Bill, if applicable.

Electronic Communications Requirements

  • UI fact-finding requests are no longer sent to employers and TPAs via paper mail.
  • All UI requests must be delivered and responded to by electronic means, in accordance with state electronic communication requirements.
  • Please ensure your UI account information is up-to-date with a valid email address to make sure you are receiving Division requests and information timely.

UI Delinquent Premium Penalty (DPP) Assessment

  • Quarterly DPP statements have been sent to applicable employer accounts.
  • DPP is assessed quarterly to employer accounts with delinquent premiums as of June 30 the prior calendar year.

Tech Updates

  • UI Notices of Amount Due and MyUI Employer+ system screens have been updated to show the Delinquent Premium Penalty amount due for the current quarter.
  • Multiple protests can now be submitted online on the same UI Statement of Benefit Charges, using the SSN field on the statement screen.
  • UI staff can now edit and deactivate duplicative or unused TPA accounts in cases when one or more accounts for the same TPA are not needed. Please submit a Contact Us request in MyUI Employer+ for assistance.

Electronic Data Interchange (EDI) Upgrade

  • Electronic Data Interchange (EDI) stakeholders must submit all EDI 1.0 files to the system by 5 p.m. on July 8, 2026.
  • Starting July 9, the system will only accept EDI 3.1 files.

Proposed Changes to Rules 1 & 5

  • The DOWC recently held a rule hearing to discuss proposed changes to Rules 1 & 5. If adopted, versions of the new rules will be announced and published on the DOWC’s Adopted Rules webpage.

Tech Update

  • The DOWC is modernizing its claims management system with a new system called CoComp. CoComp aims to create an easy-to-use, transparent, and efficient system for workers' compensation activities in Colorado.
  • CoComp will launch for internal staff this summer. Insurers and Third-Party Administrators (TPAs) are expected to gain limited access shortly after.
  • The second phase of CoComp is planned for Fall of 2027 and will provide access to injured workers, employers, medical providers, and attorneys.

  • Scam Targeting Injured Workers
    • The DOWC has identified a scam where workers are being contacted, sometimes by phone, email or even video calls and told they must pay money to receive workers’ compensation benefits or claim settlements.
    • You should never be asked to pay money, fees, or deposits to receive workers’ compensation benefits. If you receive a message that doesn’t feel right, do not send money or personal information. Contact the DOWC to verify the request and report the scam.

Rules & Regs: Upcoming Requirements for Direct Care Employers

Direct Care “Know Your Rights” Training

  • Pursuant to HB25-1328, all Direct Care Employers must require each direct care worker to provide documentation of a completed "know your rights" (KYR) training administered by the DLSS.
  • The Direct Care KYR training will be available online no later than October 1, 2026 through the “Learning Center”on the Health Care Policy and Financing (HCPF) Direct Care Careers platform.
  • DLSS and HCPF will communicate through all communication channels when the KYR Training is available.
  • Please contact the Division of Labor Standards & Statistics with any questions about the required training.
