Step 1 – Issuance of an EO or Resolution creating the LPMT

Explains the reasons for developing a CL/BJIP and in creating the LPMT.

Enumerates the roles and responsibilities of the LPMT:

Conduct data gathering for the situation analysis on CICL
Develop the CLJIP
Ensure integration of the CLJIP into the LDP, AIP
Lead and oversee the implementation of the CLJIP
Report on the status of the implementation of CLJIP.

Designates the Head of the LPMT and the members.

Has an EO organizing the LPMT be issued by your LCPC?

Stage 1:

Preparing the Situation Analysis on CICL and CAR

Meeting of the LPMT – To discuss their roles and functions

Activity: Accomplish the Worksheet on the Situation of CICL and CAR

Collect Data from Agency Members

Preparatory Stage:

This involves the orientation of the Barangay Council for the Protection of Children (BCPC) on its obligation to develop a Comprehensive Barangay Juvenile Intervention Program (CBJIP)

The Barangay Chairperson is expected to issue an Administrative Order creating the Barangay Project Management Team (BPMT), designating its head and explaining the roles and responsibilities of the Team.

Stage 1: Pre-workshop: Organizing and Filling up a Worksheet.

This is the first meeting of the Barangay Project Management Team (BPMT) with the designated head chairing the meeting. He/She, together with another member, will take the lead in facilitating the meeting and the succeeding workshop in Stage 2, and in the finalization and adoption of the CBJIP. In this meeting, they will discuss Worksheet 1 on the situation of children in conflict with the law and children at risk in the Barangay

Workshop Proper on the Development of CLJIP

The workshop will take 2 days
Will use an inter-active participatory methodology
The workshop is divided into 5 Sessions:

Session 1 – Project Development Cycle

Session 2 – Results-Based Management

Session 3 – Situation Analysis/Causality Analysis

Session 4 – Theory of Change

Session 5 – Strategies

Session 6 – Results Framework

Session 7 – Completion and Endorsement of the CL/BJIP.

Stage 3:

Finalization/

Adoption

(1-2 months)

A team will review and complete the draft CLJIP developed during the workshop. The whole CLJIP is then put together and finalized and photocopied.

A Resolution will be prepared for the presentation to the LCPC and for the adoption and integration into the Local Development Plan.

A Draft Resolution adopting the CLJIP is provided.

A Work and Financial Plan will be developed for each year for the budget integration into the ADP/AIP.

Stage 2: Workshop on the Development of CLJIP

This is where the members of the Barangay Project Management Team gather together to develop the CBJIP document. In this stage, the participants will discuss and analyze the Worksheet that should have been accomplished in Stage 1. This will be the basis for completing the parts of the CBJIP - from the development of the vision to the planning framework and the monitoring and evaluation system. The workshop may take about 2-3 days depending on the schedule of the participants and on their capacity to accomplish the tasks. The pandemic and the corresponding community quarantine protocols will be taken as major factors in scheduling.

Stage 3: Post-Workshop: Finalization and Adoption of the CLJIP

At this stage, the draft output of the workshop is fleshed out by an assigned team. Some parts of the results framework may need to be filled up such as the indicators, baseline, and budget. The whole CBJIP is then put together and finalized and photocopied. A Barangay Resolution should be prepared for the presentation to the BCPC for adoption and integration into the Barangay Development Plan. This might take 1-2 months to finish.
