Intent of Secondary Career Pathways Grant

Incentivize

  • Persistence in a CTE program and helping to stay modernized with industry standards
  • Increased access for historically underserved students
  • Earned industry credentials
  • Create systematic sustainability

Additional Funds Beyond Perkins

  • Secondary Career Pathways are a separate state fund program that is separate from the federal Perkins funding
  • Continual improvement in program quality
    • Equipment & Technology
    • Professional development
    • Student participation

Funding

  • Awarded as part of the legislative budget each biennium
  • Funds are awarded to qualifying Programs of Study each year of the biennium
  • The second year of the biennium is a supplement to the existing grant award
  • All funds must be awarded and expended at the end of the biennium (June 2025)

  • Offer at least 3 unduplicated credits
  • Lead to high-wage and high-demand occupations

The “Point” System

1 point for any student who has so far earned 3+ credits in a CTE Program of Study (that has 3+ credits)

�1 point if a student has earned an approved Industry Recognized Credential (IRC)

1 additional point if that student is historically underserved

  • Economically disadvantaged
  • Students with disabilities
  • English learners
  • Race/Ethnicity (non-white race/ethnicities)

CTE Student/Course Data Collections

  • CTE Student/Course data are submitted each school year by:
    • CTE Sites
    • Schools
    • Districts
  • CTE Student/Course data collections open in June and close in July
  • Your CTE data should be reviewed during the school year, in preparation for the collection (check out the pre-collection guidance section in the link below)
  • Once the data collection period is over, data cannot be added, changed, or updated

Combining Submitted Data

  • ODE pulls data from CTE Student and Course Collections
    • Previous years of data to examine student credits (3+ credits in POS)
    • Current school year data for IRCs
  • ODE checks Spring Membership data
    • Student attending school/district for the most recent school year
    • Student demographics (underrepresented status)

1st Preliminary Point Report ~ Mid-September

  • 1st Preliminary report sent to CTE Regional Coordinators
    • Check against your ODE data reports for accuracy (i.e., number of IRCs correct?)
    • Double check for any CIP changes or POS merges - let Liz know!
  • This will not include allocation amounts. Points must be determined before program allocations can be calculated.

Calculating Program Award ~ Mid-November

  • Per point award
    • Total points statewide divided into available funds to calculate per point award
    • Multiply the per point amount be each program point
  • Award amount
    • Per point per program fluctuates based on points and total funds available
    • $2,000 minimum
    • $45,000 maximum
    • $300 Support Grant for each qualifying program to CTE Regional Coordinator

  • Funds must be used for program generating the funds
    • Teacher, Administrator, CTE Regional Coordinator (RC)
    • Agree on use of funds
    • Complete simple worksheet
    • Sign assurances
  • RC or designee uploads information into Smartsheets
  • School submits final documentation end of school year

Submission & Approval & Availability

  • RC will have to click agreement - or submit email they approve all applications
  • ODE will approve as submitted
  • A new grant for this biennium will be available in EGMS
  • June 30, 2025 - All funds for 2023-2025 spent and items received
  • August 14, 2024 & 2025 - All claims submitted in EGMS
  • September 30, 2025 - Final report due to ODE

Recommended Steps for RCs

  • Decide if the RC or if the teacher will enter the information into the smartsheet. (If changes or edits need to be made after submission that is done by RC)
  • Inform teachers and their administrators about the grant award and application requirements (including signed assurance) and due date.
  • Provide each eligible teacher with a worksheet to capture information required for application
    • The worksheet is available on the dashboard or
    • CTE Regional Coordinators have developed tools to share as well
