Tech Backbone of India’s COVID -19 Vaccination Program
Co-WIN – A Scalable, Inclusive and Open Platform for Universal Vaccination
Guiding Principles
Single Source of Truth
Unbiased distribution of vaccines through a single source of data to remove information asymmetry and align stakeholders
Feedback and Analysis
Data on vaccination and recording of AEFI helps form data-driven public health policy and evaluate the efficacy of different vaccines
Equitable and Inclusive
Equitable vaccination across multilingual states, with multiple modes for registration to ensure accessibility for all
Evolvability and Scalability
Dynamic architecture capable of evolving and accommodating changes as per circumstances, built for a scale of a billion plus citizens
Digital Acknowledgement
Every vaccination event is digitally acknowledged, and the acknowledgment is traceable and verifiable.
Dose intervals
Minimum interval between the first and second dose is maintained
Consistent vaccine schedules
A person who has been given first dose of a particular vaccine, receives the second dose of the very same vaccine and not another vaccine.
Verification and tracking
Each vaccine does is administered to an identifiable individual only, thus preventing pilferage and fraud.
For the first time in the country a Digital System ensured:

Three Pillars
Innovative, technology-based, health system strengthening tool which was rolled out in 2015 with Technical Support from UNDP under GAVI HSS support.
eVIN is rolled out 36 States and UTs and digitizing the vaccine stocks and storage temperatures in more than 29,000 Cold Chain points in the Country
Leveraging eVIN platform. The Co-WIN platform is a state of the art digital solution from the Government of India to achieve universal vaccination against COVID-19. Each dose of vaccination is digitally acknowledged using a QR-based certificate.
Co-WIN has been developed for empowering both citizens as well as Government/Health Care Workers
After the success of eVIN and Co-WIN in ensuring seamless management, recording and reporting of COVID vaccine, MoHFW has planned to build a 3rd pillar based on the existing 1st(eVIN) & 2nd (Co-WIN) pillar for registering beneficiaries, recording and reporting of Universal Immunization Program.
