• NYC Tenancy Policy / Strategy Consultation : Closes 20^th December 2024.
• Changes to motorhome parking (Experimental Traffic Regulation Order) consultation

WTC Precept 25/26

• Council Tax is made up of NYC, WTC, Police & Fire components.
• Band D 2024-2025 : NYC (£1847), WTC (£65), Police & Fire (£389) Total £2,301

WTC Precept : Budget History

All numbers are budget figures. 25/26 numbers are proposals only.

WTC Budget 25/26

• 25/26 Proposal : increase precept to add £100k to “reserves”.
• Allotments : need £10k spending. Loss maker.
• Xmas lights : cost £27k despite 24/25 budget being £10k; will get new contract for 25/26 for around £20k. Current contract being an example of the bad contracts WTC have.
• Xmas festival : run as break even … cost £40k, income £40k.
• Neighbourhood Plan : run as break even … paid for by grants.
• Double devolution : add £5k to consider taking on more services from NYC.
• Museum : income up from £47k to £75k.
• Toilets : water cost £30k, income £26k. Losing money. Contract issues.

WTC Budget 25/26 : Reserves

Target : “between 3 and 12 months of net expenditure”.

“Closer to 12 months for smaller councils, and 3 months for larger councils”

Previous Clerk aimed for £75k.

Update : Education

• Meeting in January between WCN & subgroup with Alison Hume MP, with Y&NY Mayor also invited – no response to date.
• Briefing Paper to be prepared by Sub-group.
• WCN also hopes to have a general meeting next year to get parents and the general public to support the proposals.

Update : Town Deal

• Old Town Hall
• Entered into a contract for Tenderer C for £788,198, expected start in Jan 25. NYC agreed extra funding £129,000
• Awaiting planning appl for steps change.
• Maritime Hub
• Decision still expected 21/01/25, no tenants?
• Both Whitby NYC Cllrs support
• Town Centre Pedestrianisation
• Decision expected 14/02/25, funding shortfall needs to be met
• Spital Bridge/New Bridge traffic light installation expected Mar 25
• Broomfield Farm Project
• Brierley Homes (NYC) planning expected Mar 25

Update : Town Deal – Old Town Hall

Update : Neighbourhood Plan

• Housing Needs Assessment – report submitted. Outline discussions taken place with NYC planners. HNA survey to be carried out with local residents/groups.
• Design Code – still awaiting the report.
• Consultation – expected to consult with the public 24thFeb – 1^st March.
• Non-Designated Heritage Assets – progressing.
• Business – surveyed all businesses on Business Park. Aiming to survey retail / hospitality (tourism) businesses early 2025.
• Publicity – looking to increase publicity using notice boards and WTC contact.
