NATIONAL LAWS

Executive Order 292 or Administrative Code of 1987

Section 3 of EO 292 provided the mandate of the Department to formulate, develop and implement plans, programs and projects in the field of social welfare and development. This EO ensures effective implementation of programs for public and private social welfare services.

Republic Act 7160 or Local Government Code of 1991

Chapter 1, Section 3, item g of the Local Government Code cited that the capabilities of the local government units (LGUs) to develop innovative social welfare and development programs to respond to the needs of local constituents shall be enhanced by providing them with opportunities to participate actively in the implementation of national programs and projects.

Executive Order 15, Series of 1998

This EO redirected the functions of the DSWD from a direct-service deliverer to a technical assistance provider as a result of devolution of basic services to LGUs.

Executive Order 221, Series of 2003

EO 221 redirected the functions of the DSWD from direct service to technical assistance and to serve as the lead agency and authority in the formulation, development and promotion of national social welfare and development (SWD) policies, plans and programs.

What is a Social Technology (ST)?

ST is an innovative model of SWD intervention which utilizes theories and/or tested method intended to improve social conditions and human behavior of the disadvantaged, poor, vulnerable Filipinos.

The Social Technology Bureau (STB) is responsible for developing and enhancing customer-driven social protection technologies addressing current and emerging needs and issues of poor, vulnerable, and disadvantaged individuals, groups, and families.

What is a Social Technology Development?

Social Technology Development – is the formulation of new, and/or enhancement of existing SWD models of interventions.

This starts from analysis, design, pilot-testing, evaluation, and promotion and institutionalization.

ANALYSIS PHASE

Social Technology (ST) development starts with identifying and prior social welfare and development (SWD) gaps, policy instruments, emerging needs and trends and evidence-based social issues. In enhancing existing programs and services, results of the evaluation activities of other Offices, Bureaus, and Services are used.

In cases of dearth of data, STB conducts situational analysis, brief studies or researches. This includes review of literature and analysis on the dynamics, characteristics and social environment of the target population, and gaps in existing programs and services, including government and non government initiatives.

DESIGNING PHASE

In designing STs, intermediaries and project beneficiaries are consulted to promote participatory and rights-based approaches. This ensures that their objectives are incorporated in the implementation mechanisms and activities to be stated in the concept paper and design.

a brief document which tells what the project is, why it is important, how it addresses the gaps, and how it will be carried out.

ST Design

explains the goals and objectives, milestones and indicators, critical activities, and resource requirements; also includes modules, session guides, systems and other materials critical in the pilot testing

TESTING PHASE

Starts with the conduct of initial ST orientation of project implementers in pilot areas, capability building and demonstration sessions, and formalizing the engagements through a Memorandum of Agreement with partner agencies.

All activities are conducted as designed in coordination with the DSWD Field Offices, particularly the Social Technology Units (STU)

Involves the conduct of monitoring and provision of technical assistance, documentation of all activities, success stories and project milestones and preparation of pilot testing reports

EVALUATION PHASE

Evaluation is a built-in process in the design and testing phases of the ST development, thus, periodic evaluation shall be undertaken while the testing period is ongoing.

At the end of the pilot-testing, evaluation activities are conducted to determine the project’s relevance, effectiveness, efficiency and sustainability.

Evaluation results are used to decide whether to proceed to promotion and institutionalization or to re-design the technologies.

PROMOTION AND INSTITUTIONALIZATION PHASE

STB conducts national orientations on completed STs towards adoption, replication and institutionalization.

To ensure sustainability, STB advocates the issuance of a local policy adopting or replicating the effective models of intervention.

STS are recommended for institutionalization if provided for in national laws or part of the mandate or regular programs of the Department.

Implications on Mandanas Ruling

What is the effect of full devolution of programs and services to LGUs in CY 2022 to the STB?

The full implementation of the Mandanas Ruling shall begin in 2022. With this, the role of the DSWD shall primarily be focused on setting national policy and service delivery standards, as well as providing TARA to LGUs. The STB shall directly contribute to the ff. functions of DSWD:

    • Development of SWD models of intervention, and maintain social laboratories to address emerging SWD concerns
    • Demonstrate SWD programs, projects and services provided by law and other specialized programs needed to alleviate poverty and to empower the poor and disadvantaged sectors

Similarly, the Comprehensive Program for Street Children, Street Families and IPs, especially Bajaus is included in the programs for full devolution to the LGUs.

To fulfill its new role, the DSWD shall formulate a streamlined organizational structure and corresponding staffing requirement for its CO and FOs. In line with this, the STB has submitted its proposed structure as depicted in the figure. The STB shall also ensure that multi-disciplinary specialization shall be considered in its final workforce proposal.
