• Built in 1964 as the middle school
• Extended 1980s (portable classrooms)

• Piping 50+ years old and needs replacement
• Electrical mostly original and in fair to poor condition
• No fire suppression system

Franklin Elementary School

• Built in 1958. Extended in 1967, late 1980s (portable classrooms)
• Exteriors mostly in good condition
• Interiors mostly fair to poor
• Needs renovation to meet ADA requirements and other modern codes
• Replace steam boilers with hot water
• Piping 50+ years old and needs replacement
• Electrical mostly original and in fair to poor condition
• No fire suppression system

Kittredge Elementary School

• Built in 1949. Extended in 2010 (modular classes) and 2013 (prefab gymnasium).
• Exterior in good to fair condition
• Interior in fair to poor condition
• Needs renovation to meet ADA requirements and other modern codes
• Replace steam boilers with hot water
• Electrical mostly original and in fair to poor condition

North Andover Middle School

• Built in 1953 as the high school. Extended in 1962, 1995
• Most exteriors and interiors in good to fair condition
• Needs renovation to meet ADA requirements and other parts of modern code
• Performance Center floor needs to be replaced

Equity - School Capacity Analysis

• All schools should have space to allow for growth
• All schools should have space to impact class size
• All schools should have appropriate support spaces
• All schools should have dedicated, appropriate specialist spaces
• All schools should provide environments conducive to learning

Resource Distribution

• Sargent and Thomson parents feel their schools have sufficient resources
• Atkinson, Franklin, and Kittredge parents do not feel that they do

Enrollment Projections

• Since 1990, enrollment has increased at a steady average rate of 35 students/year
• Recent drop in enrollment attributed to COVID
• Independently-commissioned projection studies by Wagman and TBA represent upper and lower bounds for growth
• Expect enrollment to continue to increase at an average rate of 35 students per year

• Renovate and add to Atkinson, Franklin, Kittredge*
• Renovate and add to the Middle School.
• Maintain current grade configurations (PK-K, 1-5, 6-8, 9-12)
• *Build a new elementary school on the Kittredge site instead of renovating the existing school

• Limited need to redistrict
• Closest to status quo
• No additional transportation costs
• No change to curriculum integration and collaboration
• Maintains same neighborhood schools
• No additional transitions
• Parental involvement would not be impacted
• Minimal impact to teachers
• Less disruption for students due to construction

• Maintains a large Middle School
• Could still have inequity based on demographics or socio-economic variables
• Will still have a high concentration of activity on one site (Middle School/Atkinson/ABECC
• Does not address concerns of those who feel a different grade distribution would be better

• Create Upper and Lower Middle School
• Use Atkinson as the Lower Middle School
• Use the existing Middle School as the Upper Middle School.

• Allows for more space at MS - No need to add to MS
• Ensures more equity from 5th grade on
• Allows collaboration for horizontal curriculum integration
• Provides an intermediate transition for 6th graders
• Creates a "campus" for 5 & 6 and 7 & 8
• Creates interaction among students from the whole district sooner
• Decreases elementary numbers

Option 2 - Cons

• Requires 5th graders to travel further
• Eliminates Atkinson as an elementary school
• Adds another transition for students
• Could impact parent involvement by asking parents to support another level, spreading them out further
• Challenges vertical integration of curriculum between 4th and 5th grade
• Specialists may need to travel more and not be able to cover as many sections
• Transportation would be more complicated and cost more
• Takes 5th grade teachers out of the elementary schools
• 5th grade start times would be earlier than now
• This option costs more
