AB 928 (Berman, 2021) – Major Components

1. Requires the Intersegmental Committee of the Academic Senates (ICAS) to establish a singular lower division general education pathway
2. Establishes the ADT Intersegmental Implementation Committee
3. Requires the CCCs to place incoming students on ADT pathways
4. Considerations for up to an additional 6 units for STEM pathways

AB 928 (Berman, 2021)�Singular Lower Division General Education Pathway

• Singular lower division general education pathway agreement by December 31, 2023 and implementation by 2025-2026 academic year.
• Only lower division GE pathway to determine transfer eligibility to both the CSU and UC systems.
• GE pathway to include no more units than those required under the current IGETC pattern as of July 31, 2021 – 34 units
• ICAS shall establish the GE pathway by May 31, 2023

• Charged to propose a “singular lower division GE pathway” for transfer to both UC and CSU for ICAS consideration
• Compared existing UC and CSU GE patterns – identified common subject areas
• Identified areas that were not in common, and found:
• Oral Communication (CSU only – Golden Four)
• Lifelong Learning and Self- Development (CSU only)
• Ethnic Studies (CSU, to be added for UC Fall 2023)
• Language other than English (proficiency for UC only)

• Examined existing breadth patterns fitting within 34-unit limit
• CSU GE Breadth – 39 units, includes Ethnic Studies

• Developed proposed name for new GE pattern
• California General Education Transfer Curriculum: Cal-GETC
• Name selected by student members of the Special Committee after consultation with their constituents, ratified by Special Committee members

Creating the proposed Cal-GETC

• UC agreed to add Oral Communication to the subject area, provided ICAS developed new criteria for course approvals
• Lifelong Learning and Self-Development would not be added as a new subject area since it was not part of IGETC and would require more units than allowed by AB 928
• Arts and Humanities area would be reduced from 3 courses to 2 courses to create space for a new Ethnic Studies area

System Vetting – CCC

• ASCCC survey to the field provided 2,169 responses with concerns regarding Oral Communication, Lifelong Learning & Self-Development, (LLSD) and Language Other than English
• ASCCC Fall ‘22 Plenary 4 resolutions passed by delegates
• F22 15.01: Endorse Cal-GETC & urge CSU to make Lifelong Learning & Self-Development a graduation requirement instead of upper division GE requirement
• F22 7.14, F22 9.02, F22 15.06 & F22 09.06 all supported providing LLSD opportunities for CCC

System Vetting - CSU

• Academic Senate for the California State University (ASCSU) requested for campus senates to offer feedback on the proposed Cal-GETC
• All 23 CSU campuses provided that feedback during Fall 2022
• November 2022, the ASCSU approved AS-3569-22/APEP “On the Intersegmental Committee of Academic Senates (ICAS) Cal-GETC Proposal: Action” which recommends approval mechanisms for modifications of the singular GE transfer pathway that will provide for significant input from the Academic Senates of all three segments of California public higher education.”

System Vetting - UC

• Proposed Academic Senate Regulation (SR) 479 implementing Cal-GETC distributed to the 9 undergraduate campuses for comment by division Academic Senate committees in Fall 2022
• All comments reviewed and considered by UC Academic Council at November 2022 meeting. Council endorsed the proposed SR 479 with minor clarifying word changes and forwarded the matter to the Assembly of the Academic Senate (Academic Assembly)
• The UC Academic Assembly approved SR 479 at its December 2022 meeting and included minor wording changes to be considered by ICAS

Two Important Notes RE:�UC and CSU System’s �Planned Implementation of Cal-GETC

• On December 8, 2022, the UC Assembly of the Academic Senate passed a proposal to create Senate Regulation 479,which defines Cal-GETC and how it will be implemented at the University of California, setting the standard for how Cal-GETC will be implemented at the CCCs

• Although Cal-GETC will be the only general education pathway to determine eligibility to both CSU and UC, the CSU has not made any decisions on the future of CSU Breadth for their own students at this time. Stay tuned …

• Task:
• Draft standards for each area of Cal-GTC based on IGETC Standards for ICAS consideration by May 31, 2023
• Establish Cal—GTC Standards Subcommittee modeled after IGETC Standards Committee
• Area 1 English Communication is focus for Cal-GETC Standards for approval by May 31, 2023; Areas 2-6 will be updated similarly to IGETC Standards 2-6
• Discipline faculty have been brought in to inform Area 1
• Cal-GTC Standards will be reviewed and updated in 2023-24 following processes of IGETC Standards

2. Establishes the ADT Intersegmental Implementation Committee

• Primary entity charged with the oversight of the Associate Degree for Transfer (ADT)
• Ensure a reduction in the number of excess units accumulated by CCC students before transfer
• Eliminate repetition of courses at four-year postsecondary colleges and universities taken by CCC students who successfully transfer
• Increase the number of CCC students who transfer
• Enhance coordination and communication between four-year postsecondary colleges and universities and the CCCs

• Establish TMC timelines and reporting deadlines for regular review

3. Requires the CCCs to place students on ADT pathways

AB 928 ADT Auto-enroll

• Required by August 1, 2024
• Where ADTs for major pathways exist … shall place students on the ADT pathway if students declare a goal of transfer on their mandatory ed plans
• Opt-outs: Students who are UC or Independent bound, or no ADT path exists for major; pursuing associate degree only, or a BDP student

4. Considerations for up to an additional 6 units for STEM pathways

• Currently there are UCTP agreements based on Model Curriculum in Chemistry and Physics
• Model Curriculum agreed to by CCC/CSU for Engineering
• Will additional 6 units for STEM majors be sufficient?
• Should it be for the ADT – permitted on the front end?
• Should it be after transfer, allowing for GE to be completed after transfer?
• Should there be a Cal-GETC for STEM?
• Considerations from AOs are welcome and wanted!

• Cal-GETC Standards will be driven by UC Standards; current courses with IGETC approval in Golden Four will need revisions, as may current courses in the other areas
• Good news: There are very few SDCCD courses currently approved for CSU GE Breadth only
• Early Fall 2023 (Summer 2023, where possible)
• AO conversations with Counseling, Transfer Center, Outreach, and Department Chairs
• Outreach will be central to informing prospective students: Navigating CCC Apply
• Coordination among campuses is key as our students consistently swirl among the three
