This document provides a framework to evaluate if Summit Middle School should return and/or continue in-person learning.

The framework was developed to align with BVSD using:

If indicators are in green, Summit will continue to monitor for safety and preparedness.

If indicators are in yellow, Summit will continue to monitor the situation in consultation with Boulder Health officials to ensure that any plans for a safe and gradual return to or continuance of in-person learning continue to be grounded in health and safety.

If any indicators moves to red, Summit will develop a plan with Boulder Health officials for the next steps needed to keep our students and staff safe which may include returning to Distance Learning only.

Community Indicator metrics will be evaluated on a weekly basis after current data is received from Boulder County Health each Tuesday.

Operational metrics will be used to confirm that the school is ready to provide in-person learning.

New Colorado COVID Dial:

During October 2020 the Metro Denver Partnership of Health decided to transition from the recommended K-12 metrics to using the COVID-19 Dial. Boulder County Public Health and BVSD transitioned to newly adopted COVID Dial. Summit is now using this tool in addition to our original criteria to guide decision making on in person learning.

Dial Criteria:

  1. New cases: How much the virus is circulating in a county.
  2. Percent positivity: Whether there is sufficient COVID-19 testing to capture the level of virus transmission.
  3. Impact on hospitalizations: Whether hospitalizations are increasing, stable, or declining.

To move to a less restrictive level (e.g., Level 2 to Level 1), counties need to meet and sustain all three metrics for two weeks. Counties must engage in a consultation process with CDPHE, which may entail moving to a more restrictive level when they are out of compliance with any of the metrics for more than two weeks.
