Nepal is a country that is highly prone to natural disasters such as floods and earthquakes. Our bass connections project is motivated to focus on earthquakes as they are unpredictable, relatively infrequent and hence easy to catch communities off guard and cause massive damage. One doesn’t need to look further than the 2015 Gorkha Earthquake and the humanitarian crisis that ensued to find an example.

An earthquake early warning system, or EEWS, will drastically reduce the loss of human lives and will ensure the sustainable social and economic development of Nepal. Our subteam focuses on the implementation of such a system in the Nepali social and political context.

After reviewing literature, we identified some main challenges of implementing an earthquake early warning system in Nepal. Nepal’s severe socioeconomic inequality means that the ethnicities, genders, and geographic location of people determine the amount of resources and infrastructure people have access to. It is essential that we ensure that our warning system will be able to reach all residents of Nepal and not privilege some people over others.

Then, there is the wide geographic distribution of its people. Coupled with the limited information infrastructure in Nepal, education on earthquake preparedness and communicating warning becomes difficult. Finally, Nepalese governmental bodies have a record of poor communication and coordination with each other as well as a tendency to prefer dealing with disasters after they occurred rather than before. Changing the institutional structure at which governmental work is done and the attitudes that governmental officials have towards disaster mitigation will be key.

The goal of our subteam is to understand the Nepali context with stakeholder mapping and problem analysis, then using that understanding to propose a strategy for implementing an EEWS in Kathmandu, Nepal.
