Checklist

  • Have the evaluation questions been incorporated into the Monitoring Plan?
  • Have performance indicators and targets been identified against appropriate evaluation questions?
  • Has the selection of indicators and targets included in the Monitoring Plan been undertaken carefully and judiciously?
  • Has the availability of information to support the performance indicators been confirmed?
  • Where targets have been included, were these determined concerning prior performance and baseline benchmarks?
  • Are the targets selected realistic and achievable?
  • Does monitoring draw on a range of data, not just data in relation to indicators and targets?
  • Have data availability and data collection and analysis capabilities required to support the Monitoring Plan been appropriately scoped?
  • Has the Monitoring Plan identified time frames and responsibilities for data collection?
  • Is there a process in place to review the Monitoring Plan and its implementation?
  • Overall, does the Monitoring Plan appear well designed, providing a coherent focus for the organization of monitoring activities?”

The Evaluation Plan

  • The Evaluation Plan determines how evaluative processes will add to and complement information collected through monitoring to provide answers to evaluation questions;
  • Evaluation is particularly focused on assessing whether the program is achieving its intended results, what works well or not and why, the program’s quality and value, and the extent to which it meets the expectations of key stakeholders.
  • Evaluation questions represent a common reference point incorporated in both the Monitoring Plan and the Evaluation Plan
