Dan Pallotta is an author, activist and entrepreneur. Dan invented the multi-day charitable event industry. He created the Breast Cancer 3-Day walks and the multi-day AIDS Rides, which raised in excess of half a billion dollars in nine years. He wrote the books Uncharitable, The Flat Org Chart, and The Everyday Philanthropist.

I want to look at the message in his 2013 TED talk about charity. We are not going to watch this 19-minute talk – partially because members of Rotary are the proverbial “choir” when it comes to his central message. Dan made a strong case that societal problems are massive in scale, and we need to liberate the non-profit sector from rules that limit them when compared to the rest of the economic world.

Dan mentions the MBAs that don’t become CEO of a hunger charity, and instead make $400,000 in the for-profit sector, and donate $100,000 to charity, maybe sit on the board, and maybe supervise the CEO of the hunger charity. He suggests it’s not greed, but rather simple math.

Dan talks about four other areas where non-profits fall short when put up against what for-profit has to offer. He encourages us to invest more in fundraising “because fundraising is the one thing that has the potential to multiply the amount of money available for the causes that we care about so deeply”.

In 2021, Americans and Canadians gave over $493 billion (US $485+$8B) to charity. The US Census and Statistics Canada tells us that in 2021 over 84 million adults volunteered their time. 60.7 million adults (23.2%) volunteered 4.1 billion hours, with an economic value estimated at $122.9 billion.

Dan Pallotta doesn’t mention Rotary International in his talk, and I’d surmise that it’s because Rotary has achieved what almost no other non-profit has done. Yes, Rotary wants and needs people willing and able to donate funds, and as people of action, we can use our passion to talk to those around us and bring them in to contribute to our causes with donations and volunteer hours.

Rotary clubs in District 6250 (Wisconsin and Minnesota, USA) have donated a mobile clinic to St. Clare Health Mission, a community organization in La Crosse, Wisconsin, that provides primary and specialty health care services at no cost for those without access to insurance.

The project sponsors describe the vehicle as a “full-scale, full-service family medicine unit” which is equipped with two exam rooms, diagnostic equipment, and a wheelchair lift. The clinic will deliver health care services, such as checkups and vaccinations, to many who cannot make their way to a land-based health care facility.

The project was more than two years in the making. In 2019, ten clubs in the La Crosse area teamed up and raised more than $170,000. They brought in an additional $160,000 through a Rotary Foundation global grant which includes international partnerships with three clubs in the Netherlands and one in Germany.

Given the recent outbreaks of polio in the United States, it is hoped that the Rotary clinic will play a major role in promoting vaccinations for children.

During a meeting of about 50 teenagers in Israel’s western Galilee region, students were grouped in pairs and asked to identify how they were similar and different. Although half of them were Jewish and half were Arab, none of them mentioned that seemingly obvious distinction. When asked why, they told a moderator, "We are all human."

The meeting, involving students from four schools in Jerusalem and the western Galilee, was part of a peace education program designed and led by former Rotary Peace Fellow Arik Gutler Ofir. It was supported by a 2016 Rotary Foundation global grant and implemented by the Rotary Club of Jerusalem, just one of the club’s many peacebuilding initiatives.

The students stayed at each other’s homes and learned about each other’s food, music, and cultures. The project was so successful that when the grant money ran out, a local education board integrated the initiative — which had been co-sponsored by the Rotary Club of Mönchengladbach, Germany, and supported by Rotary clubs and districts in Australia, Germany, and the United States — into the civics curriculum. In addition to bringing much-needed peace to a troubled region of the world, the grant sponsors helped to ensure the sustainability of this project by working in conjunction with local authorities.

The Guatemala Literacy Project has worked for 25 years to improve reading rates in communities throughout Guatemala. Rotarians in Guatemala helped develop reading programs in other schools, and since 1997, The Rotary Foundation has helped fund the literacy project with 48 grants totaling $6.5 million.

Nearly 800 clubs in 90 districts have participated, making it one of the largest grassroots, multiclub, multidistrict projects in Rotary. The initiative also receives support from the U.S. nonprofit Cooperative for Education.

From an initial textbook project, the work has grown to include computer labs, Rise Youth Development Program scholarships, and the Spark Reading Program to provide books and teacher training.

In May 2018, the Rotary Club of Gilbert, Arizona and its international partner in Mexico, the Rotary Club of San Andrés Cholula, launched the first phase of Rotary's participation in the Navajo Water Project. Backed by a $78,000 global grant, they provided home water systems for 18 families near Thoreau. A year later, a second phase of the project was completed; also set near Thoreau, it provided home water systems to 33 families with the support of a $144,000 global grant.

A third global grant for the Navajo Nation totaled $395,000 was awarded to provide home water systems for about 80 Navajo families near Dilkon, Arizona. When the pandemic hit, strict quarantine restrictions came into effect, and the grant sponsors pivoted a portion of the activities. They provided support for delivering millions of gallons of water and setting up temporary water access tanks to communities throughout the Navajo Nation. Two additional global grants have been awarded to support the Navajo water project.

On October 2, 2020, Storm Alex hit the Roya valley in France, leading to major destruction of infrastructure, villages, houses, cemeteries, and more ultimately resulting in fatalities. Many communities were left completely cut off from surrounding areas.

The village of Fontan, which was partly destroyed, realized that it was at risk of disappearing entirely if it couldn’t rebuild and encourage residents to remain. This village has 120 plots of "Worker Gardens" allowing the local population to cultivate fruits and vegetables and meet basic food needs. Due to the storm, the irrigation canal supplying water to these gardens was destroyed. Local Rotarians jumped into action to assess the needs of the community. It became evident that a top priority for the community was to rebuild the irrigation canal which would allow the gardens to become functional again.

The Rotary Clubs of Menton, France (D1730) and Biella, Italy (D2031) were awarded a $47,000 global grant that funded the rebuilding of this canal. As a result, local economic activity has resumed, and life has been restored to the village. The local community, including local elected officials, regional authorities, local businesses, and residents, was involved with this effort. Having the community involved, from the beginning assessment phase, through to project implementation and completion, will help to ensure that this project is sustainable and that it’s positive impacts will be felt for many years to come. A total of 120 gardeners benefited from directly from this grant.

The Rotary Clubs of Denia, Spain (D2203) and Mersin, Turkey (D2430) partnered together to receive a $33,000 global grant that provided equipment for a sensory stimulation room for people with disabilities near Denia, Spain. After conducting an analysis of local resources, the Rotary Club of Denia realized that there were no local disability care centers or specialized services aimed at the rehabilitation and care of people with severe disabilities. Working in conjunction with local health officials, the grant sponsors used funds to provide equipment and training to establish a modern multi-sensory room, often referred to as a Snoezelen room.

Snoezelen rooms are geared toward people with autism, Alzheimer’s, cerebral palsy, and other types of sensory impairment. Treating patients in multi-sensory rooms leads to improved muscle tone and balance, increased head control, reduced chronic pain, and more. Patients who are treated in these types of rooms tend to have fun and relax, which benefits patients and caregivers alike.

Working together, the Rotary Clubs of Denia and Mersin improved the lives of at least 80 people and established a facility that promises to help countless more people in the future.

In February 2019, a request to conduct a preliminary review was received for a vocational training team to go to Erdenet, Mongolia. They sent:

A five-page community assessment conducted in March 2018
Proposed itineraries for two teams (one to Mongolia and one to Australia)
A four-page project summary including immediate and long-term goals, list of main activities, list of main counterparts, expected outcomes, project time frame, and contacts.

An application was submitted 8 March 2019, with a budget of about $32,000, “to provide family dispute resolution training to court-appointed legal mediators, State-employed social workers, and approved local NGOs qualified for conflict management and alternate dispute resolution to support single fathers with parenting skills, child rights, conflict competency training in Erdenet, Mongolia, co-sponsored by Rotary clubs in Australia and Mongolia. It was approved 4 April 2019 with a split payment of award to both sponsors in May 2019.

The sponsors sent a “project kick off” email in July 2019 when the Australian team arrived in Mongolia. A project progress report was submitted in May 2020, and since they had leftover funds, additional translations of court mediation documents were translated into Mongolian, and a final report was submitted in November 2021 to close the grant, which was also flagged for publicity.

We will start with the first question, which is what we – as Regional Grants Officers – often see missing from applications that can interrupt the approval process or, in some cases, lead to a decline.

The first one is community assessment. Not just that it is completed and attached, but that the content is clear, and it has clearly been used to design the project.
The second one is a memorandum of understanding. We closely check that the critical pieces of project implementation are represented in the roles of the respective sponsors and cooperating organization. Responsibilities are also outlined in the application itself, but in the MOU it is important that the cooperating organization agrees to do their part, which is often critical to project success. It is signed by the respective primary contacts of the host sponsor and the international sponsor, as well as the representatives of the cooperating organizations.
The third is to include not only budget details, either within the budget table in the application or as an attached spreadsheet, but also proforma invoices or quotes that show evidence of cost estimates and that a fair request for proposals process was undertaken.
The last one is the training plan. We appreciate it when sponsors use the Foundation template. The training also needs to match the project deign and ultimate objectives, especially to support sustainability. The training needs to be robust and clear, including follow-up training, to avoid one-off training that could lead to misunderstandings or false asssumptions that objectives were reached.

As many of you know, we welcome preliminary review requests. Usually the best time for that request is after you've conducted the community assessment, have an idea of the project objectives and budget. This also helps us to provide sponsors with Foundation templates that are relevant to their projects.

Once the application is submitted, the reviewer often has questions. Keep in mind that our approval rate is still over 90%, so even if you receive a list of questions from us, do not be too discouraged. It usually means we are looking forward to crossing all the T's and dotting all the I's and getting it to the point of approval. So here are our tips to "make sure your proposal doesn't go off the rails".

When you receive that email with questions from the RGO, take some time to consider your answers carefully. Meet with other committee members, ideally from both the host and the international sponsors. Make sure your reply contains tangible content that answers the question. There have been times when replies tell us "don’t worry about that" or we get a reply within hours, indicating that no real consensus was reached with the community. This will typically delay the review, cause confusion and, in some cases, result in a number of back and forth attempts at clarification and even application decline. So when you receive those questions, take your time, and aim to reply to us within 2-4 weeks.
I've already touched on this, but the templates the Foundation has created are designed for project success. If you utilize them, fill them out completely, and this will increase the likelihood of an accelerated review process and approval.
Lastly, we understand that the application process is part of planning the project. Do the best you can. Do your due diligence. After approval, when things don't go as planned, request changes with the Regional Grants Officer who reviewed the application before you make the changes. Let us know the options you have before you and the reason for the change. We will make note of those approved changes so that, when it comes time to report, there are no surprises.

Our last question before we get to the areas of focus: How do we work with our co-sponsors? You may be the host sponsor or the international sponsor, but we are going to focus on the host sponsor to answer this question, because it is very important that the host sponsor is either driving the project or receiving ample support to carry out the project.

The first point here is Capacity: Ask yourself these questions to ensure you have the right people on the grant committee, and if they have the needed skills. It's best if the host sponsor or someone in the host community does monitoring and evaluation so it can continue long after the grant funds are spent and the project is closed. Discuss reporting responsibilities and timelines while planning the project. Both sponsors need to contribute to the report in different ways, but both primary contacts and either club presidents or DRFCs need to authorize. Lastly, challenges and other obstacles inevitably come up. If one club is over-burdened, is there another club that can assist? If not, how will you handle their capacity for trouble-shooting?
The second point is Readiness: the benefiting community may want the project and been involved with the planning, but are they ready to implement? Even if it's a critical, needed-it-yesterday need, what is their timeline to actually start the work? They're often juggling many things at once.
Finally, how do you work with co-sponsors when a report is overdue. The simple answer is to email the primary contact, two secondary contacts (just in case) and the club president. If you are not getting a response, forward that attempt to the DRFC and stewardship chair of your co-sponsor's district, and copy the RGO. We want to see the previous attempt, so leave that at the bottom. If there's no traction, you can contact the RRFC there, and the RGO can help you. If there's a technical problem or you need to change a primary contact, tell your RGO.

START ACTIVITY - Understand the importance of community involvement.

You want to plan a project in your community. Think of a project. Let’s brainstorm some ideas first.

Here are some general tips to keep in mind when you’re conducting a community assessment:

Remain open minded. Don’t presume you know what the community needs.
Choose participants carefully. Consider the makeup of the community and ensure that you include a diverse cross-section of relevant groups (e.g., gender, age, ethnicity, religion, income level, vocations).
Include overlooked or marginalized groups. Women, young people, the elderly, and religious or ethnic minorities are often overlooked. Keep the community’s social dynamics in mind and provide a forum where they feel comfortable sharing their views.
Consider yourself an outsider. Even if the community you want to work with is local, find a well-connected individual, group, or organization that can introduce you to your target stakeholder groups.
Don’t promise a project before you make a decision. But do assure participants that you’ll let them know what your club decides. Invite them to take part in any future activities.

Your club doesn’t have to conduct the community assessment on its own. You can partner with an organization that has experience conducting assessments, such as a local service organization, university, or hospital.

First and foremost, read A Guide to Global Grants, as it was updated recently. This helpful manual includes everything you need to know to get started and goes through the global grant lifecycle in great detail.

Rotary’s website has a wealth of general and detailed information about each of our grant types. If you navigate to the global grants informational page in My Rotary, there are a ton of resources listed, such as the Terms and Conditions, the Area of Focus Policy Statements, various guides, and other super helpful documents.

The recently refreshed learning center offers training resources on a wide variety of topics, including information to help you apply for Foundation grants. Several other groups of people can help you as you plan your project.

The Rotary Foundation Cadre of Technical Advisers are Rotary members who have professional expertise in our areas of focus and financial auditing. I’ll talk more about them in a moment.

Rotary Action Groups are international, RI-recognized groups whose members have expertise in a particular area such as economic development, family health, the environment, or water. They use this technical knowledge and their global networks to help clubs and districts plan and carry out meaningful service projects. They also can help clubs find partners, funding, and other resources.

District international service chairs (DISCs) create and manage district resource networks made up of local experts and mentors. Contact your DISC to join your district resource network or find people who can advise you on your project plans.

A Rotary Community Corps (RCC) is a group of nonmembers who share our commitment to changing the world through service. RCC members plan and carry out projects in their communities and support local Rotary projects.
