The SQMR team sent pre-read materials before this meeting, including the slides in this deck. The key points about the December Board vote are:

  • The only new language in the December policy is changing to accommodate changes to state policy and is required.
  • Of the options considered by the District, the policy is enacting the one that will result in the fewest schools on “Probation” from year to year.

Policy Context

There are three main uses for school practice and student outcomes data:

  1. Formal accountability, in compliance with state requirements (more on next slide)
    1. Applies only to Chicago, and only to District-managed schools
    2. This requirement is met differently for standard and non-standard (Options, specialty, and detention centers), given their different instructional contexts
  2. Informal accountability, analogous to the Continuous Improvement and Data Transparency Policy
    • Per the April 2023 policy, this is defined for standard models, but not non-standard models (those definitions currently due April 2024)
  3. Contracting with charter and contract schools, including Options

Context - State Summative Designations

  • English Learner Progress to Proficiency based on ACCESS

  • In May, the federal Department of Education approved changes to the state system, requiring the District revise its policy to accommodate those changes.

Next Steps

This is the rough timeline of work for the various threads of accountability:

  • September 2023: Board approval of policy for 1) contracting with Options operators (extension of existing language) AND 2) public comment on draft state compliance policy
  • December 2023: Board approval of consolidated state compliance policy
  • October 2023 - April 2024 and beyond: Stakeholder engagement for ongoing policy design and implementation. Activities include:
    • Convene and support advisory group discussions as outlined in this document
    • Develop and implement aligned plan for supplemental work for non-standard models (PreK and primary grades; Options; Specialty; Detention Centers)

Next Steps (cont.)

Additional details for the accountability implementation process:

  • SQMR is working with District SMEs to develop proposals to measure and report on the various indicators outlined in the Continuous Improvement and Data Transparency Policy (CIDT).
  • These proposals will be reviewed by the three identified advisory groups (technical stakeholder engagement and District leadership) and revised as needed based on their feedback.
  • The goal will be to release as many indicators as possible in Fall of 2024, with the remainder coming online in Fall of 2025, per the CIDT.
