Introduction

Importance of standards for economic accounts:

Main development in statistics is the comprehensive set of statistical standards produced by international organisations. Several classifications are defined within these standards and compatible across all the economic statistics frameworks and statistical collections.

The main economic accounting standards and guidelines directly relevant to the national accounts are:

  • System of National Accounts, 2008 (2008 SNA);
  • European System of National and Regional Accounts, 2010 (ESA 2010);
  • Balance of Payments and International Investment Position Manual, Sixth edition (BPM6), 2009;
  • Government Finance Statistics Manual, 2014 (GFSM);
  • Monetary and Financial Statistics Manual and Compilation Guide, 2018.

What do the national accounts measure?

In practice, GDP is the broadest measure of economic activity presented in the national

accounts and, consequently, the most widely used measure.

ESA 2010 - purpose

Is an internationally compatible accounting framework for a systematic and detailed description of a total economy (that is, a region, country or group of countries), its components and its relations with other total economies (§ 1.01)

  1. First part includes the legal text of which:
    • Article 3: Member States shall transmit to the Commission the data and metadata
    • Article 4: Member States shall provide the Commission (Eurostat) with a report on the quality of the data

ESA 2010 - purpose

  1. Annex A: methodology on common standards, definitions, classifications and accounting rules that shall be used for compiling accounts and tables on comparable bases for the purposes of the Union, together with results (Art. 1, §2)
  2. Annex B: a programme setting out the deadlines by which Member States shall transmit to the Commission (Eurostat) the accounts and tables to be compiled in accordance with the methodology referred to in Annex A:

Data transmission

    • MS shall provide data required by the Regulation (EU) No 549/2013 using SDMX (Statistical Data and Metadata Exchange) data structure definitions,
    • Data shall be transmitted to Eurostat no later than the day they are published by the national authority,
    • MS shall provide data and metadata in SDMX-ML format.

Quality assessment

  • Each Member State shall submit a single quality report covering all the tables of the ESA 2010 transmission programme as set out in Annex B to Regulation (EU) No 549/2013.
  • The quality reports shall include information on all the quality criteria laid down in Article 12(1) of Regulation (EC) No 223/2009.
  • The information shall be presented according to the following structure:
    • Relevance ,
    • Accuracy and reliability ,
    • Timeliness and punctuality,
    • Accessibility and clarity,
    • Coherence and comparability.
