Local Control Accountability Plan (LCAP)

What is the LCAP?

  • 3-year plan
  • Developed with input from educational partners
  • Goals, actions, and expenditures to address state and local priorities

LCAP and School Funding

  • California schools are funded by the Local Control Funding Formula (LCFF)
  • School districts must produce an LCAP each year to show how they use LCFF funds to meet the needs of all students

CAASPP Summative Assessments

  • Measure what students know and can do using the Common Core State Standards (English Language Arts/Literacy and Mathematics) as well as student progress toward college and career readiness
  • Administered in Grades 3 through 8 and Grade 11
  • Two sections:
    • Computer Adaptive Test (CAT)
    • Performance Tasks (PT)
  • Students in the United States for less than 12 months are exempt from the ELA portion only

CAST Assessment

  • Measures what students know and can do using the Next Generation Science Standards

  • Focuses on understanding the scientific concepts found in the Earth and Space Sciences, Life Sciences, and Physical Sciences

  • Taken in Grades 5, 8 and once in high school (11th for GUSD)

  • Computer-based test that consists of stand-alone questions as well as three or four performance tasks

Level 4: Standard Exceeded

Level 2: Standard Nearly Met

  • CAASPP and CAST scores contribute to the Academic Performance indicators on the California School Dashboard
  • The summative assessments have used the same revised blueprints over the past three years

Additional Context for GUSD

  • English Learners (EL) in Grades 3-8 and 11 are required to take the Mathematics and Science tests regardless of their English language fluency.
    • The number of testing-eligible ELs enrolled in GUSD that have been in the U.S. for less than 12 months has increased significantly over the past three years:

Impact of Long-Term English Learners

  • LTELs are students who have been enrolled in a United States school for six years or more but have not yet been reclassified as fluent English proficient

  • In 2023-2024, there were approximately 300 testing-eligible LTELs in GUSD.
    • 4% of LTELs met or exceeded standards in ELA/Literacy; 2% in Mathematics; and 4% in Science.

  • For comparison purposes, GUSD ELs in the U.S. less than 12 months outperformed LTELs (6% on ELA, 13% on Math)

Analysis

  • GUSD CAASPP and CAST results have been consistent over the past three years

  • Despite the number of English Learners new to the U.S. nearly doubling, overall performance has remained stable

  • GUSD students outperform students in LA County and throughout the state by nearly 20% in both ELA and Math and over 10% in Science

  • Social Emotional Learning (SEL) competencies may have a link to academic achievement

Next Steps

  • Focus on Long-Term English Learners and ELs in the U.S. less than 12 months, and students needing intervention

  • Promote classroom environments and strategies that emphasize growth mindset and self-efficacy

  • Continue data analysis at school sites and incorporate growth as part of the collaborative inquiry cycles

  • Integrate Interim Assessments in classroom instruction and universal tools/accessibility resources in the testing platform
