Realities
Open Contracting is still Nascent
Across the demand-side, there is still little knowledge of Open Contracting especially at the subnational level
There is Impact
It may be slow and often unsteady, but there is impact - Micro, Meso and Macro-level impact.
Capacity building is still required
Even when there is awareness, stakeholders don’t know how to interact with the data or what to do with it.
Challenges
Data exists but it is not enough
The supply side is still playing catch up on making data available.
There is still resistance
The more contracting data is used to demand accountability, the more recalcitrant the supply side might be.
Capacity building is still required
Especially across states/subnational regions, the supply side still need lessons on the practice of open data including Open Contracting
