Why this IGA?

  • When the city of Portland suspended it’s School Resource Officer Program, there are specific student supports we still need.
  • We discussed this issue at our legislative advocacy day with our city partners.
  • MESD has since developed a team to consider a way to regionally address schools needs for support. �

Our Need

  • We want to be proactive in our relationship with the City that helps us respond appropriately when students or their family are in crisis.

What Service Does it Provide?

Timely and/or immediate access information from direct channels, including Portland Police Bureau during critical and life safety events including but not limited to:

    • Stalking and Harassment
    • Missing and/or endangered youth
    • Sexual Incidents
    • Social Media Threats to Harm Self or Others
    • Child Abuse/Child Welfare
    • Threat Assessments (adult and student)
    • Death Notifications

What Service Does it Provide?

The ability to coordinate information in order to:

      • provide localized follow up intervention and support to students, staff and families.
      • strategically track needs to develop additional avenues for information access and support, and better funnel follow up supports.

What it is not...

This agreement will not result in an increased police presence on public school campuses unless the district(s) and bureau agree to opportunities where students can positively connect with police.

What Will It Look Like?

  1. On-call Liaison Support: Portland Police Bureau agrees to provide MESD and Partners on-call liaison support.
    1. PPB will designate a PPB liaison or liaisons to provide around the clock on call support and access to information for Parties. This information will be available:
      1. On an as needed basis
      2. 365 days a year
      3. 24 hours a day
    2. Representatives for MESD and Partners may call or text designated PPB liaison(s) for consultation and for gathering information at any time. MESD and Partner representatives will be identified and communicate to PPB by MESD/Partner prior to interfacing with PPB.
    3. Information sharing will primarily be one directional; that being information coming from PPB to the Partner representative(s), with minimal information shared from Partner representative(s) to PPB except under circumstances required by law.

What’s the cost?

  • $50,000 in addition to Tuesday-Friday service from 6 am to 4 pm.

  • Parkrose would cost share with PPS and David Douglas if they request the service. It would be based on ADMw from each district. �

Oregon’s Waiver to Federal Government

  • Accountability has been waived for the 20-21 school year

  • Initial proposal to waive state testing was denied

  • Revised proposal was accepted but involves having to test.

What’s Else?

ODE has submitted a separate Accountability Addendum, which would remove (1) the expectation that state assessment data be used to identify schools for comprehensive or targeted improvement and (2) the 95% participation requirement. Approval from USDE is expected. USDE will require ODE to publicly report state assessment results from spring 2021.

What’s Else?

Given the expected removal of the 95% participation requirement, ODE does not anticipate fiscal consequences for the state or our districts related to participation rates, provided that districts and public charter schools make good faith efforts to administer required assessments and make all state assessments available for parents and families.

Challenges and Approach

  • Facilitating assessments in this environment will be difficult because it takes time for students to test and access machines at school
  • Opt out forms for all families
  • Opt in format is a violation of Division 22
