ACT of 2015 requires that each Title I School hold an Annual Meeting of Title I parents for the purpose of…

• Informing you of your school’s participation in Title I, Part A

​

• Explaining the requirements of Title I, Part A and your rights and opportunities as parents and families to be involved in your child’s learning and achievement

What is Title I Part A?

The purpose of Title I, Part A is to:

Ensure that all children have fair, equal, and significant

opportunity to obtain high-quality education and

reach, at a minimum, proficiency on challenging state academic achievement standards and assessments.

Federal allocation is made to VDOE based on poverty data from the US Census

VDOE awards sub grants to divisions based upon federal allocation and other adjustments

Divisions make school level allocations using a per pupil formula for low-income students

Schoolwide means

• The school uses Title I funds to upgrade the entire educational program of the school.

• Title I funds are used to serve all children in order to raise academic achievement.

• Title I funds will be used to provide additional assistance to all students who experience difficulties in meeting the State’s performance targets.

Overview of Assessments and Curriculum

Standards of Learning (SOLs)

Portsmouth Public Schools use the state adopted standards as the basis of curriculum. These standards provide clear expectations for instruction, assessment, and student work.

Students in 3rd-12th grade take the Virginia Standards of Learning.

At the elementary level:

➔ 3rd & 4th graders take ELA and Math

➔ 5th graders take ELA, Math & Science

➔ 6th graders take ELA and Math

Mission: Westhaven Elementary is a safe haven for children to learn and grow socially and behaviorally, as well as, academically. Celebrating small accomplishments, nurturing confidence, and building excitement within learners are all goals that we can target as they progress through their educational career. Meeting students’ individual needs helps us to ensure success for all.

Vision: Westhaven Elementary School believes that student achievement is the chief priority for the school and should be the primary focus of all decisions impacting the work of the school. Establishing and maintaining high expectations and a commitment to excellence are critical components of successful students. A safe and orderly environment ensures an atmosphere that promotes teaching and learning for all. Modeling respect, caring, citizenship, cultural awareness, and responsibility is an integral part of the educational experience at Westhaven Elementary School.

Reading

• K-3: Through the use of quarterly reports, student check walkthroughs, weekly student monitoring, fluency charts and professional development, the number of K-3 students identified in high-risk performance band during the Fall 2025 VALLS Assessment will decrease by 20% by May 2026 as measured by quick check data from VALLS Assessments.
• 4-6: Through the use of High quality phonics instruction, lesson plan feedback forms, quarterly fluency checks, professional development and common formative assessments, the pass rate for students in grades 4-6 will increase from 45% to 75% on the Reading Standards of Learning Assessment by May 2026.

• Through the use of PDs, Lesson plan feedback forms, progress monitoring on district wide assessments and use of district wide curriculum and manipulatives, student math scores in grades 3-6 will increase from 49% to 70% on the Virginia Standards of Learning Test by May 2026.

During the 2025-2026 school year, Administration, Teachers and school-wide support staff/personnel will utilize ParentSquare, Class Dojo, and monthly newsletters/calendars to communicate school-wide events and increase parent/community engagement at school-wide events by 10%.

By May 2026, Westhaven Elementary School will maintain the chronic absenteeism attendance at 10% or below based on data provided in Everyday Labs.

Family & Community Engagement

• It is commonly acknowledged that one of the most important components of student achievement and success is parent involvement.

​

• Today’s parents–and families–are bombarded with growing demands, but regardless of their background or circumstances, overwhelmingly parents want what is best for their children. Parents are vital partners in their child’s education and life success.

​

ESSA Requirements

Title I schools must:

• Develop with parents a written policy, agreed on by parents, that describes how the school will carry out its required family engagement activities

​

• Hold an annual meeting for families to explain the Title I, Part A program and the rights of parents to be involved and offer other meetings, at flexible times.

​

How can parents be involved?

• PTA
• Volunteer for schoolwide events (Career Day, Field Day)
• Chaperone Field Trips
• Help connect the school with local businesses/resources

Parent Right To Know

• “Right to Know” Letter: Parents have the rights to request the information and qualifications about your child’s teacher and instructional assistants
• 4 Weeks Letter: Parents must be notified if their child is assigned to or taught for four or more consecutive weeks by a teacher that is not licensed and endorsed for that subject area or grade
• “Opt Out” Letter: Parents must be notified about student assessment participation.

Parent Right To Know

• Student Achievement: Parents must be provided timely progress reports to learn how their child is performing according to grade-level academic standards, as well as state and school assessment data.
• Family & Community Engagement Policy: Parents must have access to the division and school policy. This information can be found on the division’s website and school’s website.
• English Learner Parental Notification Letter: School divisions are required to inform parents annually regarding their child's placement in a language instruction education program
