About MPNC

The MPNC is dedicated to improving the quality of life and safety in Maxwell Park (Police Beat 28X). The MPNC consists of a Board of Directors and a number of Neighborhood Action Teams that address neighborhood concerns such as blight, traffic, emergency preparedness, and beautification. As an authorized City of Oakland Neighborhood Council we serve as a link between the community and local government.

The Council provides a platform for neighbors to voice their concerns, share ideas, and actively participate in decision-making processes that shape the neighborhood's future. We are dedicated to ensuring that our community thrives by addressing local issues and fostering a sense of unity and community among Maxwell Park residents.

🏗 Planned Use of the Site

•⁠ ⁠The lot will serve as parking for the new housing development at MacArthur and High.

•⁠ ⁠There may be future potential for retail, but safe resident parking is the priority.

•⁠ ⁠⁠There is potential for the High St Coalition to store their clean up materials at the developed property.

🔐 Security & Maintenance

•⁠ ⁠24/7 security of the undeveloped property was considered, but costs were too high.

•⁠ ⁠A designated groundskeeper currently manages graffiti and dumping inside the fence and possibly at entrances.

•⁠ ⁠We discussed installing cameras as a deterrent; the owners are open to a proposal if it addresses concerns around camera security and implementation.

🛠 Infrastructure & Aesthetics

•⁠ ⁠Permanent fencing is planned, but details and timeline are still unclear.

•⁠ ⁠Landscaping will be added if required by city regulations.

✅ Actions

The new owners offered a phone number to text when we see dumping or crime within their fence. They are also open to areas outside of the entrances as well on a case-by-case basis. If you see something, please email maxwellparknc@gmail.com with a picture and a location and we can help triage.

  • Proposed by Mayor Jenkins May 14th

  • New Fiscal Year begins July 1st

Amendment to Ordinance No. 13801

  • The City is updating its $105M sale agreement with the Oakland Acquisition Company, LLC, to match the timeline of the Alameda County's sale of its half of the Coliseum. Both deals are expected to close by June 30, 2026, after the site's bond debt is paid off in spring 2026. The move will bring the entire 155-acre Coliseum complex at 7000 Coliseum Way under one owner, which could lead to major redevelopment –such as building affordable housing (25% of units) and other community benefits.
  • The sale is now being treated as an independent economic development project and is no longer linked to the Citys 2024-2025 budget. The City is also marking a 29,104 sq ft property at 695 Hegenberger Rd as "surplus land," which means it can be sold under State rules. Overall, these steps are meant to avoid letting the site sit empty, and create more jobs and long-term income for the community.

Equipment Services Fund 

  • This resolution allows the City to spend slightly over $2M from the Equipment Services Fund to finalize the payment of 37 police vehicles, ready for delivery. It also retroactively approves $3.44M prepaid for 2 firetrucks in production, supporting public safety initiatives.

Council Resolution on Immigration Protection

The Council passed a resolution supporting:

  • AB 49 (Muratsuchi) Prohibits ICE entry into schools without a warrant.

  • AB 421 (Solache) Prevents law enforcement from aiding ICE near daycare centers, houses of worship and medical facilities.

  • SB 48 (Gonzalez) Restricts ICE actions at schools and establishes a one mile safe zone.

Eviction Protection Legislation

This legislation authorizes a $1M grant To Centro Legal De La Raza to continue eviction prevention services.

This funding ensures continued critical legal support and eviction prevention for Oakland’s most vulnerable tenants.

New Bus Stop in District 6

Purpose: Enhance service for Bus Lines 73 and 805. 

Timing: Service changes starting late Summer 2025 to realign the bus network with post-pandemic travel patterns. 

Community Engagement: Residents, businesses, and property owners within a 200-foot radius will receive postal mail notifications.
