Data have economic value

Public sector has several kind of responsibilities

  1. As owner of PSI
  2. As driver of changes
  3. As actor at different steps of a multi-level network (local, regional, national, european)

What is behind

  • Data is not only for transparency but also for DSM
  • Data value is connect with “machine and knowledge”
  • Think and act as a large system not only as a local system
  • Data driven public administration is the “change management challenge” in PS

An example of structured content

10

11 of 16

The ComunWeb Platform

11

  • The ComunWeb native data structure is the result of a bottom-up engineering effort aimed at integrating the municipalities Web sites, starting from legacy data.

  • A data structure shared by all municipalities (176 municipalities + 1100 editors) is a huge added value. This data structure works as an interoperability framework and requires higher level of standardization (see ISA2 pilot)

12 of 16

ISA2TN Pilot in Trentino

  1. Improve the quality of data and increase the reuse
  2. Demonstrate the applicability of core vocabularies in a real interoperability scenario aiming in perspective at multilingual and multi-governance extensions (involving other municipalities, the Trento Province, and other provinces or regions).
  3. Extend semantic interoperability from local to higher levels of governance in order to include also of the Province’s Web portal

So, what we are doing

14

  • Learn how to produce good (quality) data
  • Looks for standard -> than apply them!
  • Share knowledge, solutions, practices with others administrations (municipalities, regions, national level, european level, research centers)
  • Learn from EU programs (ISA2) and solutions (EDP) toward DSM strategy
