Proposed Tuition & Fee Changes:

HECC’s recommended CCSF budget increase was based on an assumed average tuition increase of 4.2% across all Oregon Community Colleges. We are proposing a 4% increase.
Overall mandatory fees have been reviewed. The Instructional Technology Fee merges, updates, and replaces both the previous Technology Fee and the Online Learning Fee. The Transportation Fee has been discontinued.

Proposed Tuition & Fee Changes:

Tuition for the previous 3 fiscal years has not increased. Only one other Oregon community college has done the same.
After the proposed tuition increase, tuition is projected to comprise only 33% of the General Fund revenues for the 2023-25 biennium. This is significantly below our commitment to keep tuition at no more than 40% of General Fund revenues.
The 4% tuition increase represents $8.5M in tuition revenue that will need to be replaced with $8.5M in budget cuts if not approved (equivalent of up to 67 full-time positions)
