Interim Bargaining & PECBA

  • Employer provides notice to change in Status Quo then Union demands to bargain.
  • The parties are obligated to bargain until agreement is reached or 90 days has elapsed.
  • Employer has the right to implement & Union has the right to strike.

Bargaining Process

  • Early July the County noticed the Union, we filed “DTB” - demand to bargain
  • Surveyed our membership on priorities.
  • Bargaining team was appointed by the Prez.
  • Bargaining team developed goals based on survey results.
  • We bargained with County for 7 sessions
  • TA - referred to membership for ratification.

Bargaining Goals

Goal 1: A transparent process where a request to telework is evaluated fairly and equitably. If management has objections, those objections are identified by management with a path toward resolution.

Goal 2: Having the option to telework on a full-time/routine basis and greater flexibility in hybrid schedules.

Goal 5: County to retain data on who is approved and not approved teleworking including out of state, internationally including demographic data to be provided to the union and reviewed at least annually but as needed, preferably monthly report.
