Housing Improvements

  • Heat Pump Rebates- $10M for purchase and installation of heat pumps.

  • Electric Panel Upgrade Grants- $6.5M for a grant program to upgrade residential electrical panels in single-family and multifamily homes. This helps more Minnesotans transition to cleaner electric appliances and EVs.

  • Weatherization Upgrades- $XXM to provide free home energy upgrades to income-eligible homeowners and renters to help save energy (and money) and make sure their home is a healthy and safe place to live.

Utilities and Agency Equity

  • Intervenor Compensation- Establishes a framework for community groups, nonprofits, tribes, and Minnesota residents to be compensated for providing useful contributions to a determination made by the Public Utilities Commission.

  • Utility Diversity Reporting- requires projects funded by the RDA, owners of solar gardens, and investor-owned utilities to annually report their workforce diversity.

  • Tribal Advocacy Council- requires the Dept. of Commerce to provide technical support to any of the 11 federally recognized Indian tribes in Minnesota that choose to establish a tribal advocacy council on energy.
