  • Retaining students: Section 29/30 of LEARNS (pages 46-55+) {math/literacy}
    • By the beginning of the 2025-2026 school year, if a public school student has not met the third-grade reading standard, as defined by the state board, or the student does not have a good-cause exemption, as provided under this subsection, the student shall not be promoted to fourth grade. {2024 Kinder going into grade 4)
    • A student in grade three (3) who does not meet the reading standard for promotion to fourth grade may be promoted by the school district for good cause.
    • Assign the student to a teacher with a value-added model score in the top quartile statewide in English language arts for the past three (3) years, or if the public school district or open-enrollment public charter school is unable to identify a teacher with a value-added model score in the top quartile statewide in English language arts for the past three (3) years, assign the student to a teacher:
      • (i) With a highly-effective rating according to the Teacher Excellence and Support System, § 6-17-2801 et seq., where possible;
      • (ii) Deemed to be a high-performing teacher as defined by a Master Professional Educator designation;

    • Educator Performance: Daft Rule
      • To qualify for opportunity for Merit pay up to $10,000 “in bucket payout”
      • Roster pull in May 1; for June payout 2024 (grades 3-8 for now)
      • Must have an annual eval/rating in LEARNS to be eligible for merit pay
      • Evaluations must be in the DESE evaluation site/portal only

    • Mentoring (fall 2026)
      • All Novices Year 1-3 must have a mentor (standard license anyone can be mentored by anyone)
      • Must be Lead/Master Teacher on license (mentors provisional, interns, apprentices)
      • Master teacher designation must have a coaching component (such as 2 day overview of Cognitive Coaching) (June 19-20 coaching at NWAESC)
      • Note: ARTA: must have a LEAD teacher destination to be a journeyman for apprentice. (now)
