The AB 928 Legislation

AB 928 (Berman 2021) Student Transfer Achievement Reform Act of 2021

  1. Requires the establishment of a singular lower division general education pathway that meets the academic requirements necessary for transfer to the California State University and the University of California, on or before May 31, 2023.

      • ICAS made recommendation for CalGETC
      • All Systems approved
      • ICAS voted to approve in May 2023

The Legislation

AB 928 (Berman 2021) Student Transfer Achievement Reform Act of 2021

  1. Requires that the singular lower division general education pathway, commencing with the fall term of the 2025–26 academic year, be the only lower division general education pathway used to determine eligibility and sufficient academic preparation for transfer into both segments, and to not lengthen the time-to-degree or include more units than those required under the Intersegmental General Education Transfer Curriculum on July 1, 2021.

AB 928 (Berman 2021) Student Transfer Achievement Reform Act of 2021

  1. Requires implementation of the singular lower division general education pathways for all associate degrees for transfer (ADTs) by the fall term of the 2025-2026 academic year.�
  2. Requires, where ADTs for major pathways exist, the California Community Colleges, on or before August 1, 2024, to place students who declare a goal of transfer on their mandatory education plans on the ADT pathway if the student has not opted out, as specified, and if such a pathway exists for their intended major.

  • District governing boards many only approve associate degrees that meet the following course requirements:�

Competency Requirement

College of San Mateo

C3: INFORMATION COMPETENCY

This competency may be satisfied with any of the following:

  1. Completion with a grade of C or higher of ENGL 100 or 105 at CSM or SKYLINE taken in Fall 2015 or later�
  2. Completion with a grade of C or P in any of these CSM courses – LIBR 100, CIS 110, DGME 100, 102, MATH 145, COUN 129, NURS 242 or LSCI 100 at SKYLINE or LIBR 100 at CANADA�
  3. Achieve a score of 70% on the CSM Information Competency Proficiency Exam.

Skyline College

INFORMATION LITERACY

This competency may be satisfied with any of the following:

  • Satisfactory completion of a Skyline College English 100 or English 105 course taken Fall 2011 or thereafter�
  • Satisfactory completion of a Skyline College online “Information Literacy Tutorial”�
  • Satisfactory completion of an equivalent college-level information literacy or information competency course or requirement.

Projected Timeline

April 18th

Flex Session - Final Feedback Gathered

April 22nd

District Curriculum Committee (DCC) discusses all feedback and works to form a final recommendation

April 2024 - Beginning of May 2024

Local Curriculum Committees discuss and take a vote to approve or oppose DCC recommendation

Middle to End of May 2024

DCC meets to determine if there is consensus at all three campuses. If there is the necessary constituencies are informed so work can begin.

If there is not consensus, DCC reopens the discussion and will bring an amended recommendation through to local Curriculum Committees in the Fall 2024 term.

  • Should the colleges keep a PE requirement and/or an Area E (Lifelong Learning, Career Exploration, Self-Development) type requirement in the local AA/AS patterns?�
  • Where should the requirements appear in the AA/AS Degree pattern? In a GE Area or as a Graduation Requirement?�
  • Should the colleges keep the Information Literacy graduation requirement?
