NATIONAL MEANS-CUM-MERIT SCHOLARSHIP SCHEME (NMMSS)

  • Objective: to award scholarships to meritorious students of EWS to arrest their drop out at class VIII and encourage them to continue the study at secondary stage.
  • 100% Central funded
  • Scholarship @ of Rs.12,000/- per annum (Rs.1000/- per month) awarded to selected students of class IX every year with continuation/renewal in classes X to XII.
  • Eligible: Students of State Govt., Govt.-aided and Local body schools.

  • Number: one lakh fresh scholarships beginning from Class IX every year.
  • Quota: State-wise distribution based on enrolment & 2001 Census population
  • Selection through examination Mental Ability Test (MAT) & Scholastic Aptitude Test (SAT) conducted by States/UTs
  • The students must pass both the tests i.e. MAT and SAT with at least 40 % marks in aggregate. For the SC/ST students, cut off is 32% marks.
  • Students with parental income not exceeding Rs. 3.50 lakhs per annum are eligible to avail the scholarships.

  • State Government norms to ensure Reservation Policy is followed as per State norms.
  • State Governments should ensure that eligibility criteria are strictly followed in renewal cases.
  • Awardees should get minimum 60% marks in Class X for continuation of scholarship (relaxable by 5% for SC/ST candidates) in next higher classes.
  • For continuing the scholarship in class X and XII, the awardees should get clear promotion from class IX to class X and from class XI to class XII in the first attempt.

  • Students of NVS, KVS and residential schools are not entitled for the scholarships.

  • Scheme covered under DBT and on-boarded on the NSP Portal from 2018-19 onwards.

Student Registration

  • One-Time Registration (OTR) is a unique 14-digit number provided to streamline the registration process. Users register with their mobile number and complete e-KYC (electronic Know Your Customer)

  • One Time Registration (OTR) is mandatory for applying for various scholarship schemes (Pre- Matric and Post Matric) on National Scholarship Portal.

  • Active/Aadhaar link Mobile No. is Mandatory for NSP. To check the mobile linking status please visit https://myaadhaar.uidai.gov.in/verify-email-mobile .

  • Once allocated an OTR, student can apply for scholarship later when the portal is open for application submission

  • Upon successful registration, a reference number will be sent on the registration email id and mobile number
  • Download and install NSP Face-authentication app and Aadhaar Face RD service on android based devices.

Download and install Aadhaar-FaceRD services in the android device.

Download and install the NSP OTR App from the Google Play Store.

  • Perform the face-authentication using the generated reference number for OTR sent on your mobile No. (Please see the Video for face authentication)

  • Aadhaar is required for OTR. If aadhaar is not assigned, registration can be done using enrolment ID(EID) for Aadhaar, if a minor students has not been assigned Aadhaar yet, registration can be done using aadhaar of her parent or legal guardian.

  • It is advised to update other relevant demographic records (Name, Dob, Gender and Father Name) to match with Aadhaar/EID.

  • One OTR ID is allowed per students. However, Parent/Legal guardian can generate upto a maximum of two OTRs (for two Minor Children)

  • In case of parent/legal guardian Aadhaar two OTRs (for two children) are allowed.

  • In case more then one OTR is found for a student, she would be liable for debarment from scholarship.

  • Candidates are advised to ensure that bank account must be seeded with Aadhaar. To check the seeding status kindly visit https://tathya.uidai.gov.in/access/login?role=resident.

  • Domicile state means the state in which students have their permanent address. Students are required to provide their domicile state correctly as their applications may be sent for verification to the Authorities belonging to their State of Domicile.

  • The student/applicant must ensure that the Bank Account is seeded with AADHAAR {Please see the video}
  • The student/applicant must ensure that the resolution/quality of documents uploaded is adequate so that they are clear and readable. Document size not more than 500 KB.
  • The student/applicant must ensure that the mobile number provided in the application is active and linked with aadhaar and seeded with bank account.
  • The student/applicant must take timely action(s) on the SMS received from NSP.

  • The student/ applicant must follow up with Institutes for application verification before the deadlines, during the period the NSP is open.
  • The student/applicant must rectify the error(s) and comply with the remarks made in the application in case the application is marked as defective in NSP, during the period the NSP is open
  • The student/applicant must carefully select their institute. If applicant selects some other institute by mistake, he or she will have to get their application marked “defected” from the selected institute and then Institute can be corrected, during the period the NSP is open

  • Renewal Students are the students who have been granted NMMSS scholarship scheme on-boarded at NSP, in the immediately preceding Academic Year.

  • Renewal Students can only apply for renewal of NMMSS scholarship, for which they have been granted scholarship in the previous Academic Year. Student is required to update their marks obtained in previous year and submit the application on NSP Portal.

Institute Nodal Officer (INOs)

  • The primary role of the Institute Nodal officer is 1st Level verification of the applications submitted by applicants at NSP.
  • The role of the Institute Nodal officer becomes very critical in the entire chain of verification process.
  • The Institute Nodal Officer shall ensure that the profile details of the Institute are updated and add Class & Course from time to time.
  • The Institute Nodal officer must verify the correctness of details in the application form and uploaded documents submitted by the student/ applicant, and maintain physical copies of supporting documents submitted by the student/ applicant.
  • The INO can create the Dealing hand login to get the assistance in the application form verification process.

Role of INOs on NSP

  • The Institute Nodal officer has the option to either Verify the application, Reject or Defect the application.

  • In case she/he chooses to Reject or Defect the application, the reasons for rejection or defect must be provided, so that the same can be displayed to the student/applicant.

  • The Application defected by the Institute will be returned to student/applicant for correcting the same, and once submitted by the student/applicant, the application will be shown under Reverification section of NSP application.

  • The Institute Nodal Officer shall ensure that appropriate due diligence is done before verification of applications in accordance with the Scheme guidelines.

  • The Institute Nodal Officer shall ensure that there are no pending applications, as on last date of L1 verification for that particular scheme.

  • The Institute Nodal Officer can mark any application as Fake at any stage before the payment is made, using the option “Mark as Fake” under the Verification section in his/her profile, in case a fraud is suspected in the application.

  • Applications marked as "Fake" by the INO are permanently rejected and cannot be reconsidered.

  • If an application is deemed invalid, the INO can reject it, and the applicant will be notified. 

  • In some cases, INOs can revoke the rejection status of an application, allowing it to be reconsidered at the institute level. 

  • INOs and Heads of Institutions (HoIs) need to undergo biometric authentication to validate their identities.
