American Association for School Librarians (AASL)

  • Definition of an Effective School Library Program:

AASL supports the position that an effective school library program has a certified school librarian at the helm, provides personalized learning environments, and offers equitable access to resources to ensure a well-rounded education for every student.

American Association for School Librarians (AASL)

  • The American Association of School Librarians (AASL) supports the position that every student in every school, including independent schools and public charter schools, should have access to an updated school library with a certified school librarian. The success of a school library program, no matter how well designed, ultimately depends on the quality and number of personnel responsible for managing the instructional program and the library’s physical and virtual resources. A certified school librarian, supported by technical and clerical staff, is crucial to an effective school library program. Every student, teacher, and administrator in every school building at every grade level should have access to a fully staffed library throughout the school day.

  • Teachers
  • Information specialists, and
  • Program administrators”

*In Michigan, the school librarian (also known as Media Specialist or Teacher-Librarian) has ND (Library Media) Teaching Endorsement acknowledging specialized training to provide school library service.

Article 4/10/2018:

“Detroit Schools Score Worst in the Nation Again” (2017 NAEP: “the average score for Michigan students improved by one point in three of the four categories, and didn't change in another. The state's rankings also improved. The problem? The rankings only improved because of declines in a handful of other states. And the one-point increases in performance are so tiny, they're insignificant.”)

Public Libraries and School Libraries

“The Canton Public Library is not in a position to provide primary curriculum support to the school district, faculty, or students. … While we have provided and will continue to provide secondary curriculum support, the primary support should come from within PCCS through dedicated, certified, full-time school media specialists in each building.

...

Study after study has shown that media specialists are essential for student achievement, and that a dedicated, certified, full-time media specialist in each building is the best way to accomplish this.”

Eva Davis,

Canton Public Library

Every Student Succeeds Act

Under the Every Student Succeeds Act (ESSA), schools may utilize Title I and Title IVA funds for “developing effective school library programs to provide students an opportunity to develop digital literacy skills and improve academic achievement,” as well as Title IIA funds to support professional learning for school librarians and teachers seeking to add a Library Media (ND) endorsement on their teaching certificates.
