Driver: Compliance with Assembly Bill 3101

The Non-Credit path begins on the Enrollment page of the CCCApply Standard Application - exactly the same as the Standard, Credit path.

Existing law requires each student to be classified as a resident or nonresident at a California community college [for instruction provided to the student at the CCCs]

AB3101 calls to revise the [CCCApply] process so that only data that is required by the federal gov, state law, or that is otherwise necessary to identify the student...be collected during the process.

And...to the extent that data can be collected from the student at a later time, to delay the collection of that data until after the student has applied to a community college.

[AB3101] would exempt a student seeking to enroll exclusively in career development and college preparation courses, and other courses for which no credit is given...from community college residency classification requirements.

One Application - Two Workflow Paths

Revise the Standard Application to include two unique workflow paths - one that includes residency questions and leads to residency determination and one that does not.

  1. Standard Credit Path (includes questions & logic to determine preliminary residency status)�For students seeking credit courses - the standard application meets all state, local and federally mandated data collection requirements, and calculates a preliminary residency status for the purposes of determining tuition fees.
  2. Noncredit Path (hides all questions & logic used for explicitly for residency)�For students seeking to enroll exclusively in courses for which no credit is given - this version of the standard application meets all state and federal data requirements OTHER than those used to determine residency.

Both paths are being streamlined to include only the questions that are required at the time of application.

New Noncredit Path URL

Revise the Standard Application to include two unique workflow paths - one that includes residency determination and one that does not - depending on the URL used by the user:

  • If the user accesses the Standard Application from [opencccapply.net] THEN display the Standard Application with existing questions, validation, and residency status determination logic. ��AND
  • Show only data that is required by federal, state, and local law, and required to determine the user’s residency status, and that are otherwise necessary to identify the user.��OR...
  • IF the user accesses the Standard Application from the new Non-Credit URL [opencccapply.net/non-credit=True] THEN…�
  • Hide pages and questions asked explicitly to determine their residency status and Show only pages and questions required by federal, state and local law, and that are necessary to identify the user.

  • NO changes to the Standard Application* were made when implementing Non-Credit Path�
  • Includes all the current questions, validation & logic �
  • It will only display questions required by state, federal and local mandates, and the responses are subject to the submission calculation service which delivers a preliminary residency determination status

Both paths are being streamlined to include only the questions that are required at the time of application.

Non-Credit Path - Key Details

The Non-credit Workflow” path begins with a new URL to the existing CCCApply Standard Application.

  • New Non-Credit URL exclusively for noncredit path
  • No residency page or questions on the non-credit path
  • No citizenship & military page or questions
  • Using the non-credit URL sets defaults and triggers new Integrity Flag 81
  • No significant changes to current Standard App download file
  • Two new data fields: Non-Credit Status <non_credit> and Integrity Flag 81 <integrity_fg_81>
  • Uses the same Administrator & Report Center applications as the Standard Application
  • Uses the same Download files as the Standard Application
  • Uses the same My Applications service as the Standard Application
  • Uses the same pre- and post-submission web services as the Standard Application
  • Uses the same auto-population rules and logic as the Standard Application

�BUT… different Terms, Majors, Rules, and Supp Questions can be configured for either or both Applications

The Non-Credit Application is just a path within the Standard Application - with specific skip logic that hides pages & questions that don’t need to be asked to the noncredit student.

Non-Credit Application Workflow

For all intents and purposes, the Non-Credit application IS the Standard Application - with a different front door (unique URL) that shows only a subset of the Standard (credit) questions and there is NO residency determination through the Submission Calculation Service.�

Things colleges should know:

  • implementing the Noncredit application is totally optional;
  • The NC application does not identify non-credit applicants - colleges should continue counseling students and direct them to apply using this application when warranted;
  • Changes made to the Standard Application also apply to the Non-Credit application unless specifically modified (new or hidden fields, web services, UI updates, etc.)

Changes to Download Processes

Colleges Using the Download Client & XML Files

  • New fields are optional/backwards compatible: Other than adding the new fields to your Format Definition XML file, there are no other changes required
  • No changes are required to your existing Format Definition XML or Job XML files
  • Be aware that there will be a number of blank fields and/or null values in place of all the hidden residency, citizenship, and military questions responses�

Colleges Using SuperGlue for CCCApply

  • The new Noncredit fields will be added to the SuperGlue for Apply download file, which will download to your staging table or directly into your SIS (if you have implemented the College Adaptor for CCCApply)

Changes to Residency Process

  • Logic was added to the Standard Application to bypass the Submission Calculation Service (residency calculation) if the application begins from the Non-Credit URL
  • A new value (N) was added to the Residency Status field <res_status> representing “residency exempt”
  • A new Integrity Flag (81) was added and is triggered if the application begins with the Non-Credit URL
  • The Residency page questions are hidden from the applicant on the Non-Credit path
  • The Citizenship/Military page questions are hidden from the applicant on the NC path
  • Other questions are hidden from the applicant on the NC path
  • Logic was added to allow an applicant on the NC path to re-apply to the same college using the Standard Application URL to transition from non-credit to credit status (once, for the same term)
  • Auto-population was implemented to streamline the re-application process if a Non-Credit applicant needs to re-apply for the same term, same college

Changes to Downloads

1. "N" should be a new Residency Status field <res_status> for "non-credit / exempt".

2. All applicants via the "Noncredit Application" should default to the exempt status.

3. Integrity Flag (81) should be added for "Noncredit / Residency Exempt".

4. Upon check if the non-credit flag is set, then the residency status should be set to N and an integrity flag of 81 should be in place.

5. If N is set for the res_status, the res_area A,B,C,D values should be defaulted to 9.

6. integrity_fg_81 should be added to the Download Client.

7. Ensure this has been added to the Apply submit-ws.

8. non_credit should be added to the download client and Apply submit-ws.

9. Notify college adaptor of changes so they can test.

Concerns about Policy & Procedures

In order to comply with the new AB3101, colleges are seeking legislation to address the following questions��ISSUE: If non-credit (exclusively) students are exempt from residency classification requirements:�

  1. What is their official residency status?
  2. Are we allowed to automatically classify them as a non-resident, according to the law?
  3. What fees should they be charged?
  4. Non-resident or resident fees if taking credit courses at the same time or transitioning to credit courses?
  5. If we are not collecting residency for non-credit, how does this impact apportionment?
  6. Are Non-credit non-residents not included in apportionment?

Concerns about Policy & Procedures

ISSUE: AB3101 does not provide guidelines for tracking and managing residency for a "non-credit" student who decides to transition to credit or take credit courses concurrently.�

  1. Are they allowed to transition to credit courses while they are taking noncredit courses?�
  2. If not, would they have to re-submit an application before transitioning to credit. (Yes) CCCApply’s Response: The approved solution will allow the student to go through the Standard (credit) Application in order to comply with the residency determination process. Auto-population will pre-fill responses from the Noncredit application submitted.
  3. Do students need to agree to "terms" that they understand the noncredit status?

  • Does CCCApply need to incorporate a disclaimer that noncredit students are completing the Noncredit application?CCCApply’s Response: Currently, this requirement was not included in the v.1.0 version, scheduled to release in March 2019.
