Purpose of Highway Patrol

Highway Patrol is a subdivision for enforcing the law primarily on the highways. Though we are able to patrol within common areas in AOPs such as Ballarat or Melbourne, it is recommended you stay within the highway areas while activated to provide the best experience as a Traffic Enforcement unit. The primary reason we activate is to reduce vehicle crimes such as speeding, reckless driving, and DUI’s. Though these crimes are accessible to us, we will most likely be involved with pursuits due to our custom vehicles that allow us to go 300+ Kph safely and are generally faster than standard issued vehicles from GD and CIRT

  • Be aware of your surroundings
  • Drive the speed limit (Unless you are responding to an urgent call)
  • Drive in a professional manor

  • Do your best at avoiding any foreign objects in your path
  • Highway Units that possess a gold class license are able to travel at unlimited speeds
  • In an pursuit, the fastest highway unit must be primary
  • Watch out for any type of traffic
  • Do not drive off road without a off road license
  • Request to overtake units

Practical Movements

While you are activated as Highway Patrol, it is important to know basic maneuvers and techniques while driving. Due to you being held on a higher standard of driving, these will be extremely important. In this training course I am about to show you are going to improve your driving ability as well as give me knowledge about your ability to handle a vehicle.

  • Firstly Take your Highway Recruit to the Fort Zancudo Air Base and take them on a driving test by brake checking them and a mock up pursuit.
  • Secondly explain how to use and deploy Stop sticks/spike strips
  • Thridary show them how to do a Vehicle box
  • Forth, explain and test them on PIT maneuvers
  • Lastly, Active pursuit course (taken place on public roads) at PC 14 and 60

Pursuit Formation

This formation is to prevent being brake checked and crashing into the vehicle in front of you. This formation will only be used on three (3) lanes plus roads. [Reference Senora FWY] This tactic should not be used on two (2) lane roads such as East Joshua Road.

Pit Maneuvers

Watch how a PIT should be performed> how to PIT

The purpose of the ‘PIT’ maneuver is to disable the vehicle being pursued with the best possible outcome. ‘PIT’ also known as Pursuit Intervention Technique is one of the most common ways to get a fleeing vehicle to a halt. The ‘PIT’ maneuver should be performed in the following conditions.

  • The weather is clear
  • Traffic is low (Or when attempting a PIT traffic is clear)
  • Road conditions are clear (Such as potholes, and other obstructions in the road)
  • And speed is at a reasonable level (Maximum is 130 KPH)

Make sure to Request for a Pit Maneuver and have a LSC and Above approve of the PIT. If the pursuit is imperative, make sure you follow the above conditions.

Stop Stick Deployment

Stop Sticks (Also Known as spikes) are a tactic device used by Victoria Police with the intention of safely slowing a vehicle by deflating the tyres. If performed correctly, this is a highly effective and useful tactic which is safer than other tactics available to us.

When deploying Stop Sticks, you must adhere to the following checklist;

  • Determine the best location where stop sticks could be deployed (somewhere with a safe spot to stand)
  • Advise units you will be setting up spikes
  • Situate yourself OFF THE ROAD and lay your spikes, ensure there is no civilian traffic at risk
  • Advise units you have set up spikes
  • Remove spikes at the earliest convenience and advise units on whether they were successful or not
  • Before leaving, Double Check the spikes have been removedThese Practical tests will be done in the Northern area of PC 14

Vehicle Boxing

Boxing in vehicles should be one of the last resorts used during a pursuit. Ensure you have exhausted all other tactics before resulting to boxing in a vehicle.

To box a vehicle successfully, you will require 3 or more vehicles (pref. Gold Class) to surround the vehicle, bringing it to a safe stop.

Follow the below steps to successfully guide a moving vehicle to a stop

  1. One vehicle will overtake the suspect vehicle and slow down in front of it, the primary unit should keep a small distance to avoid any collisions.
  2. At the same time, another vehicle will overtake on the left hand side and remain level with the left side of the vehicle
  3. The police vehicle at the rear of the suspect should get progressively closer and all units can slow down to a complete stop.
  4. Once the vehicle is stationary, you may get additional units to completely surround the vehicle to avoid any escape.DO NOT BOX ANYTHING BIGGER THAN A 4WD FOR YOUR OWN WELFARE ! .
