Affordable Housing - Opportunities In Rumson

CGP&H is responsible to manage The Borough’s housing waiting list, conduct the lottery & the required income certification process for renting and buying affordable homes in municipalities, like Rumson, throughout the state.

Although any income eligible households may apply, residents and workers

in Monmouth, Ocean, and Mercer counties will be selected before

residents of other counties or states.

Round 4, the next step in the State’s Affordable Housing Program, consists of a 10-year plan beginning July 1, 2025

March 2024: Governor Murphy signs into law P.L. 2024, c.2 which amended the 1985 New Jersey Fair Housing Act.�The Department of Community Affairs (DCA) was assigned the task of creating “The Program”, which all municipalities must follow in Round 4.

This New Legislation changes the process from Court driven in Round 3 to an administrative and judicially driven process in Round 4, by creating new rules and bringing the process back to the DCA to administer.

October 2024: “The Program” provided a non-binding estimate of the Round 4 Affordable Housing obligations for all municipalities.

January 2025: The Borough accepted the “The Program’s” fourth round prospective need obligation, also known in the past as the Borough’s “unmet need”.

The Borough’s Round 4 prospective need obligation, according to the “The Program”, is 117 units for the next 10-year planning round cycle. For reference, in the prior combined Rounds 2 and 3,

The Borough’s prospective need obligation was 553 units.

The new Round 4 legislation requires that a municipality zone for 25% of its prospective need obligation. This process would allow a property owner to locate and develop additional affordable housing units in specific areas and within current existing zoning.

The Borough’s Affordable Housing Committee is currently working to identify these new affordable housing zoning opportunity areas to meet Round 4’s new requirement.
