In California there are 93,000 apprentices today. The state has a goal of establishing 500,000 earn-and-learn apprenticeships by 2029, creating a new vocational pipeline of high-skill workers.

What is a Registered Apprenticeship (RA)?

A structured education and training program that takes place in the workplace and includes:

  • On-the-job (OTJ) training – usually at least 2000 hours (1 year FT)
  • Classroom-based, related and supplemental instruction (RSI) – recommended 144 hours

An apprentice is a full-time, paid employee of the sponsoring organization.

  • Approved Curriculum Specifically Tailored To Your Needs
  • Instills Thorough Understanding Of Occupation
  • Classes May Count Towards A College Degree
  • Learns Via Lectures, Hands-On-Demonstrations, Presentations, and Examinations

On-The-Job Training

  • Work processes established by you
  • Learn By Doing
  • Designated mentor train the apprentice on the job
  • Progressive Wages Scales
    • Articulated skills progression with at least one wage increase.
    • Wage progression that starts around ~50% of what an experienced person holding that role (journeyperson) would be making. That progression should finalize ~90% of a journeyperson compensation.

Types of Registered Apprenticeship

Time-based program

Measures progress based on the number of hours an apprentice has spent in on-the-job training (OJT) and related and supplemental instruction (RSI)

Typically 2000 hrs OJT and 144 hrs RSI

Competency based Program

Measures progress based on the apprentice’s demonstrated ability to perform the duties associated with the occupation

The program cannot be less than six months

Hybrid program

Includes both time-based and competency-based requirements.

What is Youth Apprenticeship?

Average age of an apprentice in CA is 29*

Youth Apprenticeship is everything that an Apprenticeship is, except specifically targeted at 16-18 year olds.

  • Training starts in High School
  • Typically dual registration
  • Often in partnership with Community College
  • Employer partnership is still key

What is a PreApprenticeship?

Formal training program preparing student to enter into a Registered Apprenticeship program.

  • Formal training only
  • No on the job training required - optional
  • No paid work experience
  • Not federally recognized, but it can be state Registered.

In CA, the core requirement of a PreApprenticeship Program is a formal link/MOU with an existing Apprenticeship Program.

In community colleges, a PreApprenticeship is very similar to a certificate program.

  • Received CAI Grant for 500K in 2019
  • Hoping to expand to Logistics, Home Health Aids and Automotive

Financials of Apprenticeship

RSI Funding = $6.44/hr

(CCFS-321)

If a college is a Basic Aid or Hold Harmless college, they do not use Apportionment and will therefore want to use RSI Funding.

(CCFS-320)

AB 1809 (Higher Education Trailer Bill 2017-18) was signed into law and added Education Code Section (ECS) 79149.1:

  • allows for the attendance of apprentices enrolled in any class offered for community college credit by a community college, as part of state approved apprenticeship training program, to be reimbursed at the per credit FTES funding rate.”
  • “No apprentice will be charged the $46 per unit enrollment fee, or nonresident tuition, for any course taken as part of an approved DAS apprenticeship program, whether the student’s attendance is reported on the CCFS-320 or CCFS-321.”

These changes mean that as of 2020, Colleges can now choose to either collect RSI funding or Apportionment funding to cover the cost of apprenticeship programs.

College Grad vs Apprenticeship Grad

COLLEGE GRAD

According to wage studies done last year, College Grads could expect to earn an average of $50, 390 annually, which does not take into consideration the average $39, 400 in student loan debt, the fact that only 1⁄2 of college students complete their degree, and that fewer than a third will work in their field of study.

APPRENTICESHIP GRAD

In comparison, the average starting wage for Apprenticeship Grads is $70,000, and keep in mind that these students complete their education largely debt- free and with a 94% employment retention rate almost immediately upon program completion.
