Monitoring of the employment of young specialists

and Doctors of Philosophy (PhD)

According to the Law of the Republic of Kazakhstan "On Education", Article 47, Paragraph 17 as well as the Rules for job placement of a young specialist, reimbursement of expenses incurred at the expense of budgetary funds, granting the right to independent employment, exemption from the obligation or termination of the obligation to work out by citizens of the Republic of Kazakhstan who were educated on the basis of the state educational order, Approved

by the Order signed by Acting Minister of science and higher education of the Republic of Kazakhstan dated August 11, 2023 No. 403

It is obligatory for the following citizens

 to work for three years:

3 years after graduation

Graduates who studied under rural quota for pedagogical, medical and veterinary specialists (bachelor's degree, internship)

Young specialists are obliged to work in organizations of any form of ownership

Job Placement

1. Young specialists and Ph.D. graduates are subject to the personal job placement process. 
2. The Job Placement Commissions should be created in Kazakhstani universities on annual basis for personal job placement process of young specialists and PhDs.
3. Young specialists and/or Ph.D graduates who miss the Job Placement Commission meeting without a reasonable excuse will be referred without their presence.

Job Placement of young specialists

The job placement of young specialists is carried out in the following order:

• HEIs shall create the Job Placement Commissions
• Young specialists are referred to work on the basis of the employer's letters expressing intention to hire this particular person and keep a position vacant until his/her arrival
• In the absence of vacant positions at the time of job placement, young specialists are referred by the Job Placement Commissions for registration as a job seeker at the employment center at the place of residence. The time of registration as unemployed in the employment center is counted as the fulfillment of work obligation
• Young specialists who graduated this year must start to work no later than the 1st of September

Job Placement of PhD graduates

The job placement of PhD graduates is carried out in the following order:

• HEIs shall create the Job Placement Commissions for PhDs
• Ph.D graduates are referred to work on the basis of the requests from HEIs and scientific organizations’ need for personnel.
• In the absence of vacant positions at the time of job placement, PhD graduates are referred by the Job Placement Commissions for registration as a job seeker at the employment center at the place of residence. The time of registration as unemployed in the employment center is counted as the fulfilment of work obligation
• PhD graduates who graduated this year must start to work no later than the 1st of September.

08.01.2021 No. 410-VI made changes and additions to the Law of the Republic of Kazakhstan "On Education", according to which:

• Citizens of the Republic of Kazakhstan, work in proportion to the time of their actual studies under the state educational order after graduation from the organization of higher and (or) postgraduate education within the period provided by this paragraph, in the following cases:
• transfer from self-paid studies to the state educational order; (applies to those enrolled in the period from 2012 and carrying out the work at the present time, that is, the relationship that arose before the introduction of changes).

2) transfer from state educational order to self-paid studies; (applies to applicants from 2021)

3) expulsion from the organization of higher and (or) postgraduate education on condition of subsequent recovery during the current or next academic year. (applies to those admitted from 2021)

• Reimbursement of expenses incurred at the expense of budgetary funds is provided in proportion to the actually worked period according to the formula for determining the period of work obligation

DEFERRAL AND  EXEMPTION FROM WORK OBLIGATION AT THE TIME OF PLACEMENT

A young specialist is granted a deferral for the period of military service. The period of military service is not included in a work obligation. (Clause 19 of the Order signed by Acting Minister of science and higher education of the Republic of Kazakhstan dated August 11, 2023 No. 403)

For non-fulfillment of work obligation, a young specialist and Ph.D. graduate must reimburse the budget funds spent on their education to the budget through the operator authorized by the Ministry of Education, except for the cases provided by the Law and these Rules.
