What is WHMIS 2015?

WHMIS stands for

Workplace Hazardous Materials Information System

The purpose of WHMIS:

    • Establishes rules for classifying hazardous products.
    • Provides information for labels and Safety Data Sheets (SDS).
    • Ensures product suppliers label hazardous products and provide SDS.
    • Offers guidance to students or workers about hazardous products.

WHMIS is updated periodically. This presentation is based on the most recent version from 2015.

Who is Responsible for What in WHMIS?

Students or Workers

    • Follow safe work procedures.
    • Participate in all WHMIS education and training sessions.

Employers

    • Develop, implement, and maintain WHMIS education and training programs.
    • Ensure SDS (Safety Data Sheets) are accessible to workers or students.
    • Properly label hazardous products.

Who Needs WHMIS Training and When?

WHMIS Training is Required for Those Who:

    • Work with, store, handle, or dispose of hazardous products.
    • Are exposed to hazardous products.
    • Supervise or manage workers handling hazardous products.
    • Are involved in emergency response.

New Training is Required When:

    • Legislation is updated.
    • Workplace or product changes occur.
    • New information about safe use, handling, storage, or disposal becomes available.
    • It’s identified as needed to maintain safety.

Products Not Covered by WHMIS

  • Explosives as defined in the Explosives Act.
  • Cosmetic, device, drug or food as defined in the Food and Drugs Act.
  • Pest control products as defined in the Pest Control Products Act.
  • Consumer products as defined in the Canada Consumer Product Safety Act.
  • Wood or products made of wood.
  • Nuclear substances within the meaning of the Nuclear Safety and Control Act, that are radioactive.
  • Hazardous waste being a hazardous product that is sold for recycling or recovery, or is intended for disposal.
  • Tobacco and tobacco products as defined in the Tobacco Act.
  • Manufactured articles.

Many of these products are covered under other legislation.

Hazard Classifications in WHMIS

Hazard Classification involves identifying the properties of a product to determine its hazard group, class, and category.

Hazard Groups:

  • Physical Hazards: Includes 19 physical hazard classes (e.g., Flammable, Explosive).
  • Health Hazards: Includes 12 health hazard classes (e.g., Toxic, Carcinogenic).
  • Environmental Hazards: These are not regulated under WHMIS but may still require caution.

Hazard Classes:

  • These describe the specific types of hazards a product presents.
  • For example, Acetone has two classifications:
    • Flammable Liquid (Physical Hazard).
    • Serious Eye Damage/Eye Irritation (Health Hazard).

Hazard Categories in WHMIS

Hazard categories describe the degree of the hazard, helping to indicate how severe or dangerous a product can be.

  • Category 1 is the highest level of hazard.
  • Within subcategories, A represents the highest hazard.

Example: Flammable Liquids

Additional Safety Symbols

Signals various hazards that do not fall under standard WHMIS classes but still require caution.

Hazard Examples Include:

    • Simple Asphyxiants: Gases that displace oxygen and can cause suffocation.
    • Combustible Dusts: Dust particles that can ignite and cause explosions under certain conditions.
    • Less Hazardous Categories: Substances with lower levels of risk but still require attention.

PHNOC and HHNOC:

    • Physical Hazards Not Otherwise Classified (PHNOC) and Health Hazards Not Otherwise Classified (HHNOC) require a pictogram appropriate to the specific hazard identified.

These pictograms ensure all potential risks, even those

outside standard classifications, are clearly communicated.

Some hazard classes and categories are not assigned a specific pictogram, even though they still pose risks.

Examples of Classes Without Pictograms:

  • Flammable Gases: Category 2.

Understanding Physical Hazards

Physical hazards are risks associated with the physical properties of materials, such as flammability, reactivity, or pressure. These hazards can lead to accidents if not managed properly.

To better understand these risks, we’ve outlined key concerns for various physical hazards in the following tables. These will help you recognize and handle materials safely.

These four classes cover products that can ignite (catch fire) easily (at 20℃ at a normal pressure). The main hazards are fire or explosion.

Note that the class Aerosols also includes a category for non-flammable aerosols (for products that may be a hazard if they burst when heated). Includes pyrophoric gasses and chemically unstable gasses.

Oxidizing gases

Oxidizing liquids

Oxidizing solids

These three classes cover oxidizers, which may cause or intensify a fire or cause a fire or explosion.

Gases under pressure

This class includes compressed gases, liquefied gases, dissolved gases and refrigerated liquefied gases.

Compressed gases, liquefied gases and dissolved gases are hazardous because of the high pressure inside the cylinder or container. The cylinder or container may explode if heated. Refrigerated liquefied gases are very cold and can cause severe cold (cryogenic) burns or injury.

Self-reactive substances and mixtures

These products may react on their own to cause a fire or explosion or may cause a fire or explosion if heated.

Pyrophoric liquids

Pyrophoric solids

These products can catch fire very quickly (spontaneously) if exposed to air.

Concerns for Physical Hazards

Hazard Class

General Description

Self-heating substances and mixtures

These products may catch fire if exposed to air. These products differ from pyrophoric liquids or solids in that they will ignite only after a longer period of time or when in large amounts.

Substances and mixtures which, in contact with water, emit flammable gases

These products react with water to release flammable gases in dangerous quantities. In some cases, the flammable gases may ignite very quickly (spontaneously).

Organic peroxides

These products may cause a fire or explosion if heated.

Corrosive to metals

These products may be corrosive (chemically damage or destroy) to metals.

Combustible dust

This class is used to warn of products that are finely divided solid particles. If dispersed in air, the particles may catch fire or explode if ignited.

Simple Asphyxiants

Gas causing asphyxiation by air displacement.

Chemicals under pressure

Liquids or solids under pressure (200kPa) at 20℃ not in aerosol dispensers. May explode if heated. Flammable.

Health Hazards

Health hazards refer to substances that may cause or are suspected of causing significant health issues.

Examples of Health Hazards and Categories:

  • Carcinogenicity: Categories 1 and 2.
  • Respiratory Sensitization: Category 1.

  • Germ Cell Mutagenicity: Categories 1 and 2.

Concerns for Health Hazards

Hazard Class

General Description

Acute toxicity

Products classified in this hazard class are fatal, toxic or harmful if inhaled, following skin contact, or if swallowed.

Acute toxicity refers to effects occurring following skin contact or ingestion exposure to a single dose, or multiple doses given within 24 hours, or an inhalation exposure of 4 hours.

Acute toxicity could result from exposure to the product itself, or to a product that, upon contact with water, releases a gaseous substance that is able to cause acute toxicity.

Skin corrosion/irritation

This class covers products that cause severe skin burns (i.e., corrosion, ulcers, bleeding, bloody scabs, etc.) or products that cause skin irritation (reversible damage).

Serious eye damage/eye irritation

This class covers products that cause serious eye damage (i.e., tissue damage in the eye or serious physical decay of vision) or products that cause eye irritation (reversible damage).

Respiratory or skin sensitization

A respiratory sensitizer is a product that may cause allergy or asthma symptoms or breathing difficulties if inhaled (hypersensitivity). Skin sensitizer is a product that may cause an allergic response after skin contact.

Germ cell mutagenicity

This hazard class includes products that may cause or are suspected of causing heritable gene mutations (permanent changes (mutations) to body cells that can be passed on to future generations).

Carcinogenicity

This hazard class includes products that may lead to cancer or may increase the incidence of cancer.

Concerns for Health Hazards

Hazard Class

General Description

Reproductive toxicity

This hazard class includes products that may damage or are suspected of damaging sexual function and fertility, have adverse effects on the unborn child (embryo, fetus, or offspring), or may have an effect on or through lactation (such as to cause harm to breast-fed children).

Specific target organ toxicity – single exposure

This hazard class covers products that cause or may cause damage to organs (e.g., liver, kidneys, or blood) following a single exposure.

This class also includes a category for products that cause respiratory irritation or drowsiness or dizziness.

Specific target organ toxicity – repeated exposure

This hazard class covers products that cause or may cause damage to organs (e.g., liver, kidneys, or blood) following prolonged or repeated exposure.

Aspiration hazard

Aspiration is defined as the entry of a liquid or solid into the trachea or lower respiratory system directly though the oral or nasal cavity, or indirectly by vomiting. In other words, aspiration occurs when instead of something going from your mouth or nose to your stomach (other than air), it enters the lungs. Serious health effects can occur such as chemical pneumonia, injury to the lungs, and death.

Biohazardous infectious materials

These materials are microorganisms, nucleic acids or proteins that cause or are a probable cause of infection, with or without toxicity, in humans or animals.

Health hazards not otherwise classified

This class covers hazards that are not included in any other health hazard class. These hazards occur following acute or repeated exposure and have an adverse effect on the health of a person exposed to them. The adverse effects include injuries or death of that person. If a product is classified in this class, the hazard statement will describe the nature of the hazard.

WHMIS Labels:

Exceptions and Special Conditions

Under certain conditions, WHMIS labels may contain reduced information.

Reduced Labeling Requirements:

    • Containers of 100mL or Less:
    • Do not require precautionary or hazard statements.
    • Containers of 3mL or Less:
    • Labels can be removed during use if necessary.
    • Bulk Substances Without Labels:
    • The employer must ensure a label is applied before the substance is used.

Supplier labels can be a sign, stamp, sticker, seal, ticket, tag or wrapper.
