How to enable language interpretation

English: To access interpretation, please click on the "Interpretation" button at the bottom of the Zoom app, which has the symbol of a globe. If you don't see it, you may have to click on the three dots symbol to see additional options. Once you click on the globe, you can click on the language you would like to hear, and that will switch you to the interpreter speaking that language.

Importance of Family/Parent Engagement

Research shows that parent engagement in schools:

  • is closely linked to better student behavior, higher academic achievement in school and beyond, and enhanced social skills.
  • makes it more likely that children and adolescents will avoid unhealthy behaviors, such as sexual risk behaviors and substance use.

Difference between involvement and engagement:

Involvement is doing what the school tells parents how they can contribute.

Engagement involves listening to parents and incorporating their ideas with the school’s own.

Parent Engagement in Schools happens when parents and school staff work together to support and improve the learning, development, and health of children and adolescents.

Citywide Parent Councils

The main avenue for family engagement is through participation in the School Parent and School Site Councils, as well as through the Citywide Councils. As an elected member of the School Parent Council (SPC) (or alternatively, the School Family Council (SFC)), CPC members play an important role in fostering vibrant family engagement by working collaboratively with the School Parent Council, the School Site Council, and the Citywide Parent Council.

  • The Citywide Parent Council (CPC) is the officially-recognized voice of all BPS families, and advocates for the interests of all schools, students and families.
  • The Special Education Parent Advisory Council (SpEdPAC) provides a voice and supports families of students with disabilities in Boston Public Schools to ensure that children get the services and support they need to develop to their full potential.
  • The District English Language Advisory Committee is comprised of English learners’ parents and community members whose task is to provide recommendations to school and district officials regarding programs and services provided to EL students.

The School Parent Council

School Parent Councils (SPCs) (or School Family Councils (SFCs)) serve as advocates and advisors to principals/heads of school, school superintendents, the superintendent, and the School Committee.

The SPC:

  • is made up of all parents and guardians of the school.
  • Is the place where parents can express their concerns and advocates on behalf of students and families.
  • advises the principals/heads of school to improve school culture and outcomes for students.
  • collaborates with school staff to create a welcoming school climate for all students and families.
  • coordinates school-wide activities and events that engage families in student learning.
  • raises funds to support school-based initiatives, activities, and events.
  • contributes to school-based initiatives related to school improvement, school climate, and student learning.

School Parent Councils are required to follow Open Meeting laws, meaning that anyone may attend the meetings, regardless of membership or affiliation.

The School Site Council

The role of the School Site Council is to engage parents and teachers to serve with the principal/head of school as the central decision-making body of the school.

The SSC:

  • reviews and approve the Quality School Plan.
  • reviews and approves the recommendations of the Instructional Leadership Team (ILT).
  • reviews and comments on the entire school budget, including the general funds and external funds budgets.
  • approves the budget for discretionary school materials, supplies, textbooks, and equipment, including the use of school improvement award funds.
  • reviews and approves recommendations from any other committee or group that is established to recommend changes that will have a major effect on the school, such as the School Inclusion Planning Team, the School Equity Round Table, and the School Wellness Council.
  • develops, reviews annually, and approves the School-Parent Compact as required by Title I.
  • oversees all school-based committees, including the ILT and the Personnel Subcommittee.
  • is subject to Open Meeting laws, meaning that anyone may attend the meetings, regardless of membership or affiliation.

Open Meeting Laws

The purpose of the Massachusetts Open Meeting Law is to ensure transparency in the deliberations on which public policy is based. Open Meeting Law requires that most meetings of public bodies be held in public, and it establishes rules that public bodies must follow in the creation and maintenance of records relating to those meetings.

The OML obligates the SSC , SPC, CPC, DELAC, SpEdPAC, and School Committee to:

  • send meeting notifications at least 48 hours prior,
  • make meeting notes available to school community within 5 days
  • submit meeting dates, meeting/notes to the Office of Student, Family and Community Advancement

CPC Representatives

You are the “bridge” between your school SSC and SPC and the Citywide Parent Council

  1. On the school level, know and understand the role of the SSC and SPC and advocate for a well- and properly-functioning SSC and SPC
  2. Monitor that the SSC and SPC are functioning according to SDM guidelines, and report to CPC to help keep SSC’s function effectively.
  3. Know and understand Title 1 Requirements which underlies family engagement. Monitor that SSCs are operating in compliance with Title 1 requirements and engage families in the creation of QSP, Family Engagement Plan, Student Engagement Plan, Home-School Compact and use of title 1 funds.
  4. Maintaining communication and work closely with your SFC/SPC and SSC to communicate, inform and work on CPC priorities. Attend SSC and SPC meetings. Report on CPC discussions and presentations. Act as the bridge between SSC, SPC and the CPC.
  5. Report School concerns and challenges to CPC so that the CPC can support and advocate for necessary resources and changes

BEDF Now Serving Parent Councils

Service Overview:�BEDF now offers fiscal sponsorship services to BPS School Parent Councils (SPCs). This partnership provides School Parent Councils with essential resources to streamline fundraising and financial management. �BEDF has a one-time indirect rate of 8% on all incoming revenue.

Benefits of BEDF Fiscal Sponsorship:

  • Access to BEDF’s 501(c)(3) Status: PCs receive necessary documentation for grant applications, including BEDF’s EIN, 501(c)(3) determination letter, and tax-exempt certificate, etc. This also facilitates applying for grants.
  • Fundraising Tools:
    • PayPal: Enable digital donations.
    • Bloomerang (Coming Soon!): Launch and manage fundraising campaigns similar to GoFundMe.
  • Revenue & Payment Oversight: BEDF ensures all transactions comply with BPS guidelines, including timely contractor payments (e.g., filing 1099 forms).
  • Fund Management Flexibility: Seamless transitions between fund managers, if needed. Please note: the service fee is dependent on the way funds are set-up.
  • Financial Transparency: PCs can request fund balances and transaction ledgers anytime.
  • Additional services include: Amazon Business, Grant Review, Reporting, Event Planning & Fundraising Assistance
