WHY?

  • The need for a human rights-based approach while developing policies of inclusion towards the migrant population, with the aim of guaranteeing their rights and access to public services, as well as combating racism and xenophobia, at a time when there is a greater public presence of the far-right ideology that encourages hate speech towards migrants.
  • It is a global strategy that aims to guarantee the rights of migrants, promote social cohesion and promote diversity as a value that enriches our society.

HOW?

  • The strategy has been developed through a participatory process in which various actors such as the regional government and non-governmental organizations working in the area of migration and also with refugees have been involved, as well as with associations of migrants.
  • All the documentation of the participatory process can be consulted in this link. The strategy was launched by the Regional Ministry of Equality and Inclusive Policies, from the General Directorate of Equality in Diversity.

Working Plan for the elaboration of the Valencian Migration Strategy

There have been 5 sessions, 4 face-to-face and one last session online (due to the state of health alarm decreed in Spain) in which they have a total of 197 people participated.

5 MAIN GOALS

1. Develop an institutional framework that responds efficiently to the migratory reality in the Valencian Community.

2. Ensure the exercise of rights and equal access to public services by migrants.

3. Facilitate access to employment and decent housing for the migrant population.

4. Develop an inclusive and participatory social model.

5. Promote a model of coexistence and interculturality for all Valencian citizens.

And also €100.000 during this year for the new service of basic information and specialized attention for migrants, refugees and people asking for international protection (ATLAS). For 2022 this budget will be about €600.000.

MONITORING & EVALUATION

  • The evaluation of the strategy is carried out through the Joint Commission for the development of the Valencian migration strategy (regulated by a decree of the regional government).

Its functions are as follows:

(a) Adoption of indicators of achievement of the objectives of the Strategy.

b) Follow-up of the implementation of the actions of the Strategy.

(c) Adoption of the rules of procedure of the Commission and of its work agenda.

(d) Monitoring and follow-up of the annual budget for the actions of the Strategy.

(e) Preparation of an annual and final report on compliance with the objectives and actions of the Strategy.

(f) Proposal to amend, add or delete measures, in their case, in the light of the annual evaluations.

(g) Issuance of reports and resolutions, as well as recommendations to the various administrations with the aim of development full of the Strategy.

MONITORING & EVALUATION

  • During the last session of the Joint Commission for the development of the Valencian migration strategy, some decisions have ben taken regarding the 101 measures of the strategy:
  • 34 of these measures will be initiated during this year.
  • During 2022, 57 more measures.
  • So, at the end of 2022, a 90% of the measures will be completely initiated, according to the timetable the Commission has decided.

TRANSFERABILITY

  • The Valencian migration strategy is a model that can be easily replicated and adaptable to other regions, if there is a will to establish a model that is based on respect for human rights, interculturality and guaranteeing an inclusive society.
  • In fact, the Valencian Community has two more strategies that cover other groups: the Valencian strategy for equality and inclusion of the Roma people (2018-2023) and the Valencian strategy for equal treatment, non-discrimination and the prevention of hate crimes (2019 – 2024).
  • These strategies ensure that there is a clear roadmap to achieve the objectives set out in them and control measures to ensure their proper development.
