Policy Advocacy

We advocate for our mission driven, aging services provider members collectively and individually. Our goal is to ensure that mission driven providers in our sector have a platform to express their challenges, priorities, and enact change at the Federal, State, County and Municipal levels. Our ongoing work with regulators and legislators is designed to advance quality care for our elders.

LANJDE State Policy Accomplishments

  • Increased tiered reimbursement rates for assisted living providers based on the percentage of Medicaid beneficiaries they serve and successfully advocated to codify them into law.
  • Working to have the State clarify the difference between multifamily senior housing and residential health care facilities, due to rising insurance premiums (despite no new claims).
  • Arranged for aging services providers (e.g. ALPs) to speak at the Assembly Aging and Senior Services Committee hearing at the Statehouse and organized testimony before the Senate Health Committee.
  • Advocated for low-income residents in affordable senior housing to be included in the Legislature’s SFY2024 StayNJ plan. An extra $250 for seniors was added under the ANCHOR program.   
  • Conducted annual budget advocacy to increase reimbursement rates and met with legislators that sit on the Assembly & Senate Budget Committees and testified before the departmental budget hearings for both Health and Human Services.

LANJDE State Policy Accomplishments

  • Participates in a statewide workgroup in conjunction with the NJ Dept of Human Services that is in the process of developing and implementing a nursing home cost report-based rate setting system.
  • LANJDE is currently working with Justice in Aging, AARP-NJ, and other partners to increase the asset limits for Medicaid to align with the asset threshold of the JACC program to $40,000.
  • LANJDE members continue to face extreme challenges due to the workforce crisis; therefore, our association is very active in a number of statewide coalitions advocating for investments in workforce development, targeted specifically at the long-term care sector.
  • Conducted site visits to NJ Life Plan Communities (CCRCs) to meet with state senators to educate them on the levels of care offered, how CCRC contracts are structured, and how entrance fees are returned.
  • Provide guidance and support to the ALP coalition and advocate to increase awareness among policymakers and to support its expansion, as well as more specific issues concerning revising burdensome regulations, Medicaid gap payments, MCO credentialing, increasing the asset limit, etc.
  • Part of policy-related statewide Workgroups, etc. focused on a range of issues from the Nursing Home Quality Incentive Payment Program to Staffing Ratios to Digital Equity & Broadband Access and beyond.
