What is NOT Required

by Colleges?

Colleges do not have to change any academic requirements that:

    • Are essential to instruction
    • Are necessary for licensing requirements
    • Alter the fundamental nature of a program
    • Present undue financial or administrative burdens
    • Are not considered reasonable
    • Accommodations are not required to produce identical result or level of achievement; but must afford equal opportunity to obtain the same result, gain the same benefit, or reach the same level of achievement.

What is the Self-Determination Program (SDP)?

18 of 36

More life options, more flexibility

Self-Determination Program (SDP)

Take charge of your California Regional Center budget and customize care to meet your unique needs and goals.

Every person’s journey is different, and how you spend your Medicaid dollars should reflect that.

19 of 36

What is SDP?

SDP is a California program that lets you:

  • Control how your Medicaid (HCBS) funds are used
  • Choose providers, supports, and services that fit your life

Through SDP, you:

  • Receive an individual budget based on your needs
  • Create a spending plan centered around your goals
  • Work with an FMS to manage services and payments

20 of 36

Who is SDP right for?

SDP often works well for people who:

  • Want their services to reflect their real life
  • Have needs that aren’t met by traditional services
  • Have had trouble getting services approved
  • Are looking for better-fitting support options

Transition to Adult Life & SDP

Overview on Transition to Adult Services

  • There is a major transition happens after someone receives their high school diploma, or ages out of school district services
  • Many SDRC clients are offered three pathways: employment services, adult day program, or college/higher education
  • SDP allows for more flexibilty with these choices

22 of 36

How can SDP support transition-aged youth?

Creative programming

  • Flexibility: combine employment, day services, and education
  • Choice: control over service providers and capacity
  • Customization: tailored options for non-traditional needs

Independent Living/Housing options

23 of 36

What makes SDP different?

24 of 36

SDP vs. Traditional Services

Traditional Model:

  • Service options are limited
  • Flexibility in supports often lacking
  • Regional Center pays providers

SDP Model:

  • You choose your providers
  • Supports are flexible and personalized
  • Financial Management Service (FMS) pays providers
  • You direct the decisions

25 of 36

What Stays the Same

  • Public funding rules still apply
  • Supports must match your assessed needs
  • Regional Center oversight continues
  • Budgets stay cost-neutral
  • Not all expenses are allowable
