WEDO helps convene the Women & Gender Constituency, one of the nine official civil society constituency groups under the UNFCCC. The WGC works to coordinate the views and demands of women’s rights, gender equality and feminist organizations within the UNFCCC process. WGC work is collective in nature and organized via a Facilitative (Steering) Committee.

Agenda Item: Adaptation

WHAT IS HAPPENING AT SB58?

WHAT ARE GENDER ADVOCATES CALLING FOR?

FEATURED SPOKESPEOPLE:

The Glasgow–Sharm el-Sheikh work programme on the global goal on adaptation (GlaSS) includes: a two-year work programme on the global goal on adaptation; enhanced action on adaptation and understanding the global goal; and four workshops per year.

  • We are in year two of the GlaSS work program.
  • Much of the conversation will center around agreeing on a framework for GGA (Global Goal on Adaptation) by COP28.
  • Choices must be made about how outcomes of GlaSS will be integrated across the UNFCCC.
  • WGC has joined a global call to double the amount of adaptation finance.

We left COP27 with the launch of a four-year Sharm el-Sheikh work programme on agriculture and food security.

  • There will be a first discussion considering submissions of views from Parties and observers on the elements of the joint work on implementation of climate action on agriculture and food security.

We are in year two of a three-year process to set a new collective quantified goal (NCQG).

  • A workshop (Technical Workshop 6) will be held related to the new collective quantified goal, set to be agreed on by 2024.
  • The NCQG must be needs-based.
  • The NCQG must also address the quality (not just quantity) of the finance – and be given in the form of grants, as not to create more debt.

WHAT HAPPENED AT COP27?

WHAT IS IN THE DECISION?

At COP27, Parties conducted a mid-term review of progress on the five-year gender action plan.�

  • Parties should have engaged in a substantive mid-term review; however, little “review” actually took place – with much of the conversations focused on process, and a decision gaveled through on the last day with weak language on finance.
  • The Women & Gender Constituency criticized the lack of a substantive outcome and exclusion of gender advocates.

  • Invites the ILO to organize a workshop or dialogue on the linkages between gender-­responsive climate action and just transition (this was a WGC ask);
  • Invites Presidencies to nominate women as High Level Champions;
  • Encourages Secretariat to host activities on the GAP regionally;
  • Encourages, emphasizes the urgency of scaled up climate finance for implementation of the gap and to facilitate simplified access to women’s organizations;

At COP27, Parties conducted a mid-term review of progress on the five-year gender action plan.�

  • Requests the Secretariat to support the attendance of National Gender and Climate Change Focal Points (NGCCFPs) to meetings when possible;
  • Supports implementing the GAP to developing countries;
  • Calls for a dialogue with UN Women prior to COP28;
  • Adds a priority of participation of young and indigenous women in national delegations;
  • Requires a July 31, 2024 submission on progress toward implementing the GAP.

  • Recognition of the increasing impacts of loss and damage being faced by women and girls;
  • Recognition of the essential role women play in agriculture and food security and the need to ensure land rights;
  • Response to the lack of climate finance for grassroots and �Indigenous women.

  • No formal negotiations on gender are planned for SB58.
  • There will be two dialogues and one meeting under the GAP:
    • A dialogue on 6 June with UN Women, national gender and climate change focal points and other stakeholders on how their work contributes to the achievement of the GAP.
    • A dialogue on 15 June with the chairs of constituted bodies on progress in integrating a gender perspective into their processes.
    • An expert group meeting on 13 & 14 June to share experience and support capacity building on gender budgeting.

A Global Stocktake of Paris Agreement, which happens every five years, will be finalized at COP28.

  • There will be a final discussion at SB58 before the Global Stocktake is finalized at COP28.

  • GST is an opportunity for countries to assess the gender responsiveness of their climate policies and actions and identify ways to enhance gender equality, including by: assessing gender-differentiated impacts of climate change, highlighting role of women and marginalized groups in climate action, and ensuring gender-responsive means of implementation.

One of the important outcomes from COP27 was the establishment of a Loss and Damage Finance Facility. This process set up a Transitional Committee on Loss and Damage to provide recommendations on funding arrangements.

  • There was a meeting of the Transitional Committee on Loss and Damage at SB58; the process will conclude at COP28.
  • Ensure that a new fund under the UNFCCC is set up
  • Propose three windows for funding around: disaster/fast response, slow-onset, and a micro/small grant community to allow women and community groups to access funding.
  • Ensure that key guiding principles for the facility include human rights and gender equality.

NEW DATA ON WOMEN’S PARTICIPATION IN UN CLIMATE CHANGE [Report release 6/8]

Women’s equal participation in climate change decision-making is fundamental to just policies that reflect and respond to the needs of the global community.

At a glance:

  • 120 UNFCCC decisions mention gender, with 50 of them specifically referencing gender balance in decision-making processes, but progress toward gender balance in UNFCCC spaces has not been consistent or significant. �
  • Women’s participation in the climate negotiations continues to fall short of gender balance, with COP27 having 36% women’s participation on Party delegations and 10 out of 17 UNFCCC constituted bodies having women’s membership of 35% or less. �
  • Parties need to take concrete actions to improve women’s participation and leadership if gender balance in delegations is to be achieved before the current trajectory of 2042.
