1% Employment of Persons With Disabilities (PWDs)

in Malaysian Public Sector

The case portrayed a macro view of HRM at national policy level and highlighted the rights of a marginal community, i.e. PWDs as latent human capital. Canvassed against the extraordinary performance of Malaysian athletes in Paralympics 2016, the case revolved around the role of a government officer at the Social Welfare Department (PWD Career Division). Juliana - the protagonist was tasked to spearhead the ‘1% PWD employment’ – an old policy, that was recently resurrected under the RMK11. The policy aimed for every government department to employ at least 1% PWDs in their workforce. The overdue nature of the policy, its persistent hurdles, and surging public scrutiny on PWDs affairs painted an exciting backdrop and urgency to the case. Adding to the tension, Juliana had an almost zero experience on the PWD affairs. The case depicted personal, institutional and external challenges faced by Juliana to turn the rhetoric policy into action.
