Communication with Districts & Schools

  • Sent the initial notification to the districts and schools in September
    • Letter was sent from me signed by Secretary Key on letterhead
    • NAEP state and national assessment is required by state law
  • Sent MyNAEP registration information to schools in September
  • ADE: DESE Assessment unit sends a bi-weekly newsletter where I update district testing coordinators about NAEP 2022 program and deadlines
  • Provided PSI completion reminders in October
    • Challenging schools have notations in the SCS notes section
    • I include approaches that have worked well and any concerns or issues
  • I use the step-by-step guides along with deadlines in reminder emails for tasks

NAEP Inclusion

  • Important to emphasize the inclusion of students with disabilities (SD) and English learners (EL) in NAEP

  • NAEP inclusion rates are used by other areas of the U.S. Department of Education to evaluate states

  • The Complete SD/EL Student Information section on MyNAEP must be accurately completed by the schools

  • Who can be excluded?
    • Students who participate in the Dynamic Learning Maps may be excluded from NAEP

  • All other SD should participate with or without NAEP allowed or provided accommodations

  • Who can receive accommodations?
    • Only students on an Individualized Education Plan (IEP) or Section 504 Plan who need accommodations to be tested

  • Formerly EL students cannot receive accommodations on NAEP

General Directions Only Read Aloud in Spanish

The general session script instructions are read aloud in Spanish. Session script is the same for all students. School may be asked if they might provide school staff to read the script in Spanish.

Test Items Read Aloud in Spanish

Math (LTT only)

Students may request to have words, phrases, or sentences read aloud in Spanish.

  • This requires the students to use a bilingual Spanish/English assessment booklet (select Spanish/English Version of the Test).
  • School may be asked if they might provide school staff to read the script in Spanish.

Inclusion Reporting Goals

  • Reported for the first time in the NAEP 2011 report cards

  • Three inclusion rates are reported and the goal is to include at least:
    • 95% of all students
    • 85% of SD
    • 85% of EL

  • States that do not meet the goals are identified in the Nations Report Card

NAEP State Coordinator Process for Monitoring Exclusions

  • Monitor and contact schools with questionable exclusions

  • For schools that reconsider and decide to no longer exclude certain students, the NAEP State Coordinator will:
    • Ask the school coordinator (SC) to make the update in MyNAEP; and
    • Email the SC and cc the field representatives to confirm the newly included students
