Continuous School Improvement Plan
The mission of Otterville School District R-VI is to prepare individual students for responsible citizenship in our ever-changing global society by promoting full academic, personal, physical, and career development enabling each learner to gain skills which can be used in assisting society toward solving future problems.
All employees of the district were granted an opportunity to be interviewed and respond to a survey. The results were synthesized by members of the E.G.L. team. Questions were asked of employees regarding the direction of the district and items employees wanted to see addressed in the future of the district. In addition, an electronic survey was made available to external stakeholders of the district. The survey questions results have been maintained as documentation for the district.
An electronic survey was sent to all secondary students in the school district. The students were asked questions regarding how the district could better serve the students that follow them.

Otterville School District
Continuous School Improvement Plan
Members of the E.G.L. team took the results of the interviews and surveys and synthesized this information into priorities that were coupled with the information gathered from the Data Dive. The Data Dive was conducted by members of the E.G.L. team and consisted of all documents, plans and resources that are considered required and/or Best Practice.
The Priorities were shared with the leadership team of the district. Subsequently, members of the E.G.L. team developed objectives and S.M.A.R.T. goals. The priorities, objectives and S.M.A.R.T. goals were shared with the leadership team of he district and subsequently with the school board.
The financial impact of the Continuous School Improvement Plan adopted by the school board will only occur as plans that are created are implemented. The CSIP guides the district budget and is referenced in the budget message approved by the Board of Education. In other words, other than current expenditures of the district, this is not an immediate financial impact on the district.

MSIP Standard: Leadership: Professional Development
CSIP Goal #1:
Create a Professional Development for the school board
SMART Goal: Develop a School Board Professional Development Plan.
Specific
The Board President and Vice President will present a professional development plan to the entire school board for consideration. A board self-evaluation and additional input from board members will be considered.
Measurable
A written professional development plan will be presented to the school board.
Attainable
Based on a board self-evaluation and additional input from the board, information can be attained to help develop areas of interest that would be addressed in the plan.
Relevant
This goal addresses board policy BHA, stakeholder input, and MSIP 6 L1.

MSIP Standard: Leadership: Utilization of Fiscal Resources
CSIP Goal #2:
The school board will develop a long-range fiscal plan to address employee compensation and facility needs.
SMART Goal: The Superintendent will develop a process to create a long-range fiscal plan for the school district.
Specific
The Superintendent will develop a process to bring recommendations to the school board regarding the long-range fiscal needs of the school district. These recommendations will include the facility and employee compensation needs of the school district. In addition, an investment portfolio will be created to maximize the investment return of school district fund balances.
Measurable
A written recommendation will be presented to the school board for adoption. These recommendations will include an investment portfolio.
Attainable
The Superintendent can make this determination based upon revenue projections, knowledge of the district’s financial status, an evaluation of the employee compensation of peer districts, an ongoing evaluation of the facility needs of the school district. A no-cost investment portfolio can be created by vendors.
Relevant
This plan will significantly aid the District in budgeting and the goal also aligns with MSIP 6, L.4. B and D and is a Best Practice.
Time-Bound
December 2023

Success Indicators:
Board Budget workshop is conducted annually (June).
Long range facility improvement plan was approved by the Board March 2024.
Salary schedules comparisons will be presented to the board with the approval of the salary schedule by May of each school year.
A written budget summary and projection will be presented and approved by the board each June.

CSIP Goal #3:
Continue to provide comprehensive analysis and recommendations for best practices of safety and security.
SMART Goal: The Superintendent, or designee, with the assistance of outside consultants, will analyze current practices and continue to implement comprehensive recommendations. This goal includes the development of a Crisis Plan.
Specific
The Superintendent, or designee, with the assistance of outside consultants, will analyze current practices and continue to implement comprehensive recommendations. This goal includes the development of a Crisis Plan.
Measurable
A written report will be revised, as necessary, for the Superintendent and subsequently the school board. As allowed by law, some of this information may be confidential information.
Attainable
Current personnel, with outside consultants, can conduct the analysis and make the recommendations in a written format.
Relevant
The plan that is revised, if necessary, is vital in helping protect the safety and security of all individuals on the campus of the school district. This goal is a best practice and aligns with M.S.I.P. L10, A and B, CC 1-2.

Success Indicators:
Yearly training of new staff to the district regarding procedures, lock downs and active shooter.
Active Shooter and Reunification Plan training are on rotation every other year.
Continued contract with county for SRO.
Yearly safety report to the board of education in February.
Continued updated of cameras and proximity doors throughout campus.
Buildings will form safety committees to discuss and evaluate safety yearly.

MSIP Standard: Leadership: Facilities Planning
CSIP Goal #4:
Prepare for the long-range facility needs of the District.
SMART Goal: The Superintendent’s designee, will engage stakeholders and develop a process in order to prepare a long-range facilities plan. This goal is to solidify the work already underway.
Specific
A written projection of student enrollment, department and capital needs, safety assessments, and facility audits will be utilized to create this plan.
This plan will cover the needs of the district for the next 5 years.
Measurable
A written report will be finalized by the Superintendent and subsequently presented to the school board.
Attainable
This report can be completed by accessing information that is available internally and externally, and by consulting with existing personnel. External consultants may be utilized.
Relevant
This information will help the school district with fiscal and facilities planning. This plan will enable the Superintendent and the school board to create a long-range facilities plan. Stakeholder Input indicated a strong desire to understand the future facility plans of the school district. In addition, this goal addresses M.S.I.P. 6, L3E L.4. B.

Measurable
A specific written plan that addresses student achievement at all levels in the district will be created. The percentage of students scoring lower than the basic level will decrease by at least two percent annually.
Attainable
Under the direction of the Superintendent, the creation of this plan is attainable.
Relevant
Student achievement remains an area of focus for the school district. This goal was in the previous C.S.I.P. and is contained in M.S.I.P. 6 AS1 1.

MSIP Standard: Effective Teaching and Learning
CSIP Goal #6:
The district will refine curriculum, assessment, instructional practices and resources planning processes in order to strengthen student engagement and increase achievement.
SMART Goal: The Superintendent will utilize a representative team to refine and implement a written curriculum for all content, grade levels, and courses aligned to the Missouri Learning Standards (MLS), which includes district scope and sequence charts, teaching and planning documents, and curricular units of instruction.
Specific
The Superintendent will partner with administrators and district-wide teacher teams to develop curriculum for each content, grade level, and course. The curriculum will include the following:
Measurable
Electronic curriculum guides with references to all resources will be produced for every content-grade-course beginning with the core content areas (English/Language Arts, Mathematics, Science, Social Studies) and then all other curriculum areas.
The immediate focus will be Reading and Math.
Attainable
The Superintendent, in partnership with educators reflecting vertical teams, will produce a rigorous and viable written curriculum aligned to the MLS for presentation to the school board.
Relevant
State Statute 160.514.1 RSMO states that “. . . each school district in the state shall adopt or develop a written curriculum designed to ensure that students attain the knowledge, skills and competencies…” which are assessed by the Missouri Assessment Program (MAP) and End-of-Course (EOC) Assessments. The written curriculum will guide the instructional program of the District to assure cohesion, rigor and equity of opportunity within the District. This topic was continually referenced in Stakeholder Input and addresses M.S.I.P. 6, AS1, A-F.

The Superintendent’s designee can accomplish this goal by ensuring the district P.D.C. is created according to statute. In addition, the Superintendent’s designee will work with the P.D.C. to align the P.D. plan with the C.S.I.P.

A written professional Development Plan will be created that is provided to the school board for approval.

Existing personnel can accomplish this goal.

Success Indicators:
A district wide professional development committee will be organized and voted on by teachers to represent teachers’ interest and plan professional development for staff.
PDC will present to the Board each October a Professional Development Plan for approval.
PDC and administration will ensure the PDP is aligned with the district’s approved CSIP.
MSIP Standard: Effective Teaching and Learning – High Quality Career Education
CSIP Goal #8:
Expand opportunities in career exploration for students at all grade levels.
SMART Goal: The Superintendent or designee, will lead the implementation of curriculum offerings and experiences that align with High Quality Career Education Standards.
Specific
The Superintendent or designee, will lead the implementation of providing access to career centered experiences. The district will implement broad based elementary and middle level career awareness and exploration programs. In addition, the district will explore the utilization and potential expansion of the Vo-Ag program.
Measurable
A written plan will be developed, communicated, and implemented district-wide.
Attainable
The Superintendent or designee has knowledge and access to a range of resources to study and implement framework. Consultants may be needed for training or technical assistance.
