Roosevelt was likely afraid.

He cared about his country, and this was a difficult war that he had avoided.

People feel fear in the shoulders and their body temperature.

He felt angry as well as afraid. He perceived an injustice from this “deliberate” attack and “surprise offensive.” He also felt sad for lost life, grief.

He would need to give this speech and lead the nation. He needed to draw on feelings of fear, grief, and anger to lead.

He knew he was responsible for the United States, that he had an obligation to the people.

His choices in how to respond-to declare war-derive from these national emotions and from needing to prevent future fear.

These emotions might have been uncomfortable, but they were useful and important. They were a source of strength.
