    • Prohibiting State Agencies from Contracting with Businesses Conducting Business in Russia.
    • Office of General Services has issued guidance.

PROPOSED�LEGISLATION

  • OSC seeks to restore pre-approval of all SUNY contracts valued at $250K+.
  • The legislation would negate the current 30-day requirement for OSC review.
  • It would reinstate the SFL language that gives the Comptroller 90 days to review.

CONSORTIA�(COOPERATIVE)�PURCHASING

  • SUNY is allowed to buy commodities if better pricing.
  • We understood ED Law allowed hospitals to buy services beginning in July, 2021. OSC disagrees.
  • Exploring piggybacking process to obtain technology & services from consortia.

  • Finalizing pilots & beginning waves:
    • Empire State went from 142 network plus 87 non-networked devices to 44 network devices.
    • Brockport went from 298 network and 489 local to 143 network devices.
    • Downstate Medical finalizing their plan to go from 819 network devices and 781 local to 450-500 networked devices.

  2. Implementing centralized decision making on Campus-wide print procurements.
  3. Developed Campus Print Policy and Procedure to Conform to SUNY System-wide Print Policy and Centralize Procurement of Print Assets
  4. Completed deployment of the Pharos Beacon software on all IP ranges, print servers, and workstations.
  5. Reviewed data and savings potential from the deployment of the Beacon software.

  • Cannot apply 36% goals on ads for convenience; need to look at contrac specifics and vendor availability.

    • Trending toward 32+% for MWBE for Q4 and the NYS 2021-22 fiscal year.
    • Still struggling with SDVOB, just under 2%.
