Integrated Farm Statistics (IFS)�

• Integrated Farm Statistics (ex-FSS) play a key role in the design, implementation, monitoring and evaluation of the Common Agricultural Policy (CAP). This role is likely to increase over time with enlargement and CAP reform (shift from product to producer support - environmental compliance - rural development).
• A community-wide survey, using the same list of characteristics and definitions in all countries
• Are carried out as full surveys (Agricultural Census) every 10 years and as sample surveys in between on a cycle of 3-3-4 years
• Data on individual farms are sent to Eurostat for processing and Eurostat creates the tables for publication
• Gives an overview of the structure of farms and a base for other agricultural statistics, especially for sampling.
• Different farms can be analysed by using the European farm typology, based on the economic turnover

• The Member States deliver area, production and yield data on crops from arable land (cereals, other main crops such as root crops, Industrial crops and plants harvested green) up to 7 times for one crop year.

• Data on vegetables and permanent crops is collected up to twice per year.

• Data are collected at national level and for some crops or group of crops also at regional level (NUTS 2).

Vineyard survey

• The vineyard survey is based on Regulation (EU) no 1337/2011. It is carried out every five years (2015, 2020)
• The data are collected on the varieties, age of vines, type of vines, size of holdings, degree of specialisation.
• Regulation (EU) No 1337/2011 is repealed with effect from 1 January 2022 and replaced by Regulation (EU) 2018/1091 of the European Parliament and of the Council of 18 July 2018 on Integrated Farm Statistics
• Last data collection 2020.

Agricultural accounts and prices

Economic Accounts for Agriculture (EAA) and Agricultural Price Statistics (APS) play a key role in the design, implementation and monitoring of the common agricultural policy (CAP) as well as in the evaluation of the impact of the CAP on the economic and financial situation of the agricultural community

• Regulation (EC) No 138/2004 of the European Parliament and of the Council of 5 December 2003 on the economic accounts for agriculture in the Community
• Unit Value Statistics and Regional EAA (NUTS2) are collected under Gentlemen's agreements

• Detailed annual account for the agricultural industry linked to National Accounts as a satellite account, linked to the definition of agricultural activities in Division 01 in NACE rev.2.

EAA –challenges in the compiling

• Getting information in time for the first estimate of EAA (for reference year n: end November of year n)
• Finding the right prices for valuation of output and input
• Measuring of intra unit and inter unit consumption (feeds, seeds, nutrients, agricultural services)
• Measuring the services under Intermediate Consumption (IC)
• Estimation of gross fixed capital formation (GFCF) and consumption of fixed capital (FCC)
• Getting the data about the agricultural activity on small units (farms below IFS-threshold) and in multi-activity units (cooperatives, etc)

Agricultural Labour Input (ALI)

• Has to be measured in Annual Work Units (AWU)
• One AWU corresponds to the input, measured in working time, of one person engaged in agricultural activities in an agricultural unit on a full-time basis over an entire year
• ALI distinguish between unpaid and paid labour input
• Sources for estimation of ALI could be Integrated Farm Surveys (IFS), FADN, Labour Force Surveys, etc.
• Special attention can be needed on ALI at small farms (farms below IFS-threshold)

The data collection of agricultural prices is based on a

• “gentlemen’s agreement" between Eurostat and the Member States and is following the methodological rules agreed and described in the Handbook for EU Agriculture Price Statistics
• ESS agreement on statistics of agricultural land prices and rents of 12 October 2018�

Agricultural price indices (API)

• The agricultural price indices (API) comprise:

the output index (based on the selling prices of the agricultural products)

the input index (based on purchase prices of the means of agricultural production)

• The nomenclature applied in the Agricultural Price Indices is harmonised to the greatest possible extend with the nomenclature of EAA

​

• The base year for agricultural indices is changed every five years. So, a rebasing is done for the years ending in "0" and in "5". (The current base year is 2015=100)

• The absolute agricultural prices comprise:
• output absolute prices - selling prices at the first marketing stage
• input absolute prices - purchase prices of the means of production at the last marketing stage

• Absolute prices are collected for a limited number of agricultural products for comparison between Member States and economic analyses

• Gives information on the incorporation of environmental measures in the agricultural policies and on the recent evolution on the relation between agriculture and environment
• 28 AEI identified in a Commission Communication
• An area still under development
• The aim is to use already available data from DG AGRI, �DG ENV, Joint Research Centre, the European Environmental Agency or Eurostat, but there is potentially a need to start new surveys
• Joint efforts with the OECD and FAO

• Eurostat is evaluation currently the fisheries statistics in order to know if they are still fit for purpose

• The evaluation will be concluded in summer 2019

• It will be followed by an Impact assessment of options to streamline and simplify them.
