REVIEW OF NEMSA PROPOSAL

Flat Fee

The Flat fee charged to each Township makes up the gap between the Budget required to support NEMSA operational costs and the revenue expected from each Townships Population and Call fees.

Taxable Value Fee

This charge is based on the Taxable of each Township.

Drummond represents 21.9% of the total Taxalbe value so Tax fee charged by NEMSA is 21.9% of the budget.

Our thought is to convert the area where the 2nd Ambulance is kept to a EMS residence.

Benefits of this Location

• Quicker response time with the EMS just a few feet from the Ambulance.
• Township is already paying for Electricity, Heat and Internet. There would minimal increases of these expenses to the Township.
• Lynn Coulter has volunteered to design the residence.
• There would be minimal costs incurred by the Township to convert this to an EMS residence.
• Volunteer labor could be used to convert this space to a residence.
• Fund raising events could be held to raise money for conversion costs instead of Fund raising events for a new Ambulance.

• This location is an easy access for citizens who wish to stop in to have their Blood pressure checked, etc.
• This location, next to the Township Hall, makes it convenient for the EMS staff to visit Senior luncheons for Blood pressure checks.
• Shorter time frame needed to convert this location to a residence versus build – needed by January 1, 2026

This estimated cost difference considers the following:

• Removing the transferred amount of $ 25,000.00 from the General Fund shown as revenue.
• Adding in $1,000.00 per month rental fee Drummond will receive for providing EMS housing.
• Adding in annual Depreciation of $49,250.00 for the current two Ambulances.

Other NEMSA Benefits to Drummond

• Billing and Collection efforts by the Township office no longer required
• EMT & FMR training will be the responsibility of NEMSA not the Township
• State License – Certification, responsibility of NEMSA not the Township
• Liability Insurance is the responsibility of NEMSA not the Township
• NEMSA will bear any Lawsuit liability not the Township
• No need for Fund raising events every five years – for five years to raise $500,000.00 plus for a new Ambulance
• NEMSA will inventory and order Medical supplies needed to support the Ambulance, not the Drummond volunteers and Township office
• NEMSA will be responsible for all costs associated with Ambulance maintenance, gas, oil, tires, etc., not the Township.

• The effort or activities necessary for Ambulance maintenance will be the responsibility of NEMSA not the township.
• During down time, NEMSA Ambulance staff will be available to do events within the community such as blood pressure checks, first aid events….
• An Ambulance staff that will be within Feet of the Ambulance when a call comes in, providing quicker response time 24/7.
• Cost of Insuring the Ambulance itself.

Questions & Answers

• What is the current condition is each community's Ambulance(s) (Age, Miles, Repairs/upgrades needed, tires, brakes, batteries, tune up, etc.)
• What is the current condition of the other communities Ambulance equipment vs. Drummond - Updates Needed
• Will Drummond retain ownership of its current Ambulance and equipment but it be managed by NEMSA?
• Is there a Board of Directors for NEMSA and will Drummond have representation
• When Drummond Ambulance is out of service for repair or maintenance will there be a back up Ambulance? Will it be on the Island or nearest other community Ambulance location?
• Will there be an extra back up Ambulance kept in the fleet to cover situations when an Ambulance is out of service for maintenance or repairs.

• If there is no back up Ambulance and one has catrostafic failure how quickly can a replacement Ambulance be secured?
• Who will pay for support cost of First Repsonders housing & Ambulance garage - Heat, Electric, Internet, Cleaning, Maintenance - NEMSA or Drummond
• Who is responsible for collecting the Call fee - Drummond or NEMSA. If not paid by patient is Drummond responsible for collection?
• If there is a shortfall in revenue causing the budget to be in the red how will that amount be made up.
• What is the length of the proposed agreement between NEMSA and Drummond?
• If the agreement isn’t renewed, will Drummond get its Ambulance back?

• Will NEMSA carry the Insurance for the Ambulance should it be lost in and accident or fire?
