Introduction

  • Attribution is much more difficult to quantify within advocacy.

  • Such uncertainties call for an approach that enables an examination of how external factors can affect interventions.

​

  • Therefore, Simple Participatory Assessment of Real Change (SPARC) allows us to assess results while acknowledging the effects of this external environment.

​

  • SPARC is a participatory evaluation approach, that helps advocates to collectively identify, examine, and assess whether and how they have contributed to the changes.

Partner organization level:

  • It has strengthened the capacity of partners to take the lead in identifying their outcomes.

Coalition level:

  • Documentation of coalition outcomes that link with the objectives.

The Overall Value of Using the SPARC:

  • It has enabled the collective harvesting of outcomes from a Contribution instead of an Attribution perspective thus highlighting the change that these diverse partners have brought about through their work.

The commitment of CASPR to positively impacting the HIV prevention space made it possible to reach advocates who were willing to change their perspectives about MERL to effectively assess and document their results.

Conclusion

  • The SPARC approach is ideal for use or adaptation in contexts where there are multiple actors pushing the same agenda at the same time through varying methods.
  • By asking the question, so-what-has-changed? - advocates can move beyond just conducting activities to being deliberate about results, even the unintended ones.
  • Ultimately, the utilization of SPARC helps organizations refine strategies to impact HIV policy, research, and access in the real world.
