Copyright and Open Licenses
Copyright: Protections afforded to the author for intellectual property that they create. Protections include the right to reproduce the content, create derivative works, perform or publicly display they work, and distribute the content, including digitally.
Open Licenses: A form of copyright that allows the author to provide permissions to other users while retaining ownership of their intellectual property.
Free vs Open Resources
Free Resources: Currently available for educators to access with no monetary cost. All rights reserved by the content creator. Permissions may be revoked in the future.
Open Resources: Clearly states permissions that allow educators to retain, reuse, revise, remix, and redistribute in perpetuity. Some licenses allow the content creator to reserve some rights.

The purpose of the OER Quality Framework is to describe indicators of high-quality OER for consideration in a variety of applications. It will include 3 Tools:
Is this resource appropriate for inclusion on OER Commons? | What high-quality indicators should I be aware of when adding resources to a group on the Oregon Open Learning Hub? | When a resource is in a collection, how do I know it is high-quality and what does that mean? |
