What is Title I and How Can Families Be Involved?

Definition of Title I:

  • Title I provides federal funding to schools to help students who are low achieving or at risk of falling behind.
  • Title I funds are given to schools based on poverty measures provided from community agencies.
  • Schools with averages above the district’s average are eligible for a Title I funds.

How do we use these funds?

  • The school uses Title I funds to upgrade the entire educational program of the school.

(Additional staff, smaller instructional groups, instructional materials)

  • Title I funds are used to serve all children in order to raise academic achievement.
  • Title I funds support families experiencing homelessness.

Updates for 2024-25

Virginia Literacy Act

During the 2022 session of the Virginia General Assembly, lawmakers passed the Virginia Literacy Act with the aim of improving early literacy outcomes for Virginia's young learners.

Changes include:

  • New Standards of Learning (SOLs) in reading
  • New high quality instructional materials
  • Teachers have received many additional hours of training
  • Every student will receive the instruction they need for 120 minutes each day
  • New state screening tool to help identify students who are in need of additional supports

Each Title I school will have a Literacy Night to explain in detail the changes that are happening in reading for 2024-25.

Tips for Parents:

  • Stay Engaged: Regularly communicate with your child’s teacher and participate in school events.
  • Create a Reading-Friendly Environment: Encourage reading at home by providing a variety of books and setting aside time for reading.
  • Monitor Progress: Keep track of your child’s progress and address any concerns promptly with the teacher.
  • Encourage a Love for Reading: Foster a positive attitude towards reading by making it enjoyable and interactive.

By being proactive and involved, parents can help ensure their children benefit fully from the new reading curriculum.

Homelessness is Real

The federal McKinney-Vento Act guarantees school enrollment for anyone who, due to a lack of housing, does not have a fixed, regular, and adequate nighttime residence. This could include:

Staying with family or friends due to loss of housing or economic hardship

Motel, hotel or campground due to lack of other options

Shelter or transitional housing

Car, park, or other places not designed for sleeping

Students in these living situations have certain rights:

  • Stay in the same school when it is in their best interest or
  • Immediately enroll in the local school even without required documents.

Parent’s Right to Know – �Individual Student Achievement

  • Parents have the right to know how their child performed on SOL tests each spring. The school will be sending home information on how to access your child’s SOL scores once testing has been completed in the spring.

  • SOL tests are given to students in Grades 3-5.

Parent’s Right to Know – �What are my child’s teacher’s qualifications?

Parents may request information about the professional

qualifications of the students’ classroom teacher including:

  1. meeting state qualification and licensing criteria for the grade level and subject areas in which the teacher provides instruction
  2. teaching under emergency or other provisional status
  3. teaching in the field or discipline of the teacher’s certification

Parents may request information regarding whether the child is provided services by paraprofessionals and, if so, their qualifications.

When a teacher is out for 4 or more weeks

Schools are required to send notification to parents in Title I schools if their child has been taught for four or more consecutive weeks by a teacher who is not properly licensed in Virginia to teach the class to which students are assigned.

Right to Request Meetings

  • Upon the request of parents, the school must provide opportunities for regular meetings for parents to formulate suggestions and to participate, as appropriate, in decisions about the education of their children.
  • The school must respond to any such suggestions as soon as practicably possible.
