RFA #42396 Deliberation Overview

  • Use consent model to determine funding recommendations.
    • Applications will be discussed and either recommended, recommended with reservations, or blocked from funding to arrive at the final 18 awardees.

  • Order of Deliberation Process: 
    • Tier 1 - 95%+ based on content and HEC reviews: No applications scored high enough to be placed in Tier 1; therefore, no action is needed. Move to Tier 2 group.

    • Tier 2 - 85% to 94.9% based on content and HEC reviews: A summary slide for each applicant will be presented and discussed based on funding factors. For each applicant, HEC Reviewers can consent to recommend funding, consent to recommend funding with reservations OR object/block recommendation for funding.

    • Tier 3 - 84.9% and below based on content and HEC reviews: Repeat the Tier 2 process for Tier 3 applicants ONLY IF there are NOT 18 applications already selected OR if the HEC would like to consider any Tier 3 applications.

    • The final deliberation will be a concluding review of the final 18 applicants recommended for funding to ensure a qualifying and diverse portfolio will be put forth to the full HEC.

  • Total of four (4) minutes: For each application, One (1) minute for facilitator to summarize; One (1) minute for HEC reviewer to summarize the strengths and weaknesses, and Two (2) minutes for Q&A and decision-making.
